Call to Order

The meeting was called to order by the County Board Chairman, Mr. Wheeler, at 9:01 a.m. Quorum

present.

Mr. Hunter made a motion to allow Mr. Liehr to attend the meeting via zoom, and Mr. Payton

seconded it. Motion carried with a voice vote.

Quorum was present.

Public Comment

None

Approval of Minutes: July 27, 2021

Mr. Wheeler asked to combine the approval of the minutes, VAC Monthly report and the appointments.

Mr. Wheeler read the appointments into the record.

• Appointment of Mark Brinkmann to the Momence-Pembroke Union Drainage District No.1

• Appointment of Lisa Sanford to the Kankakee Regional Land Bank

• Appointment of Joe Nugent to the Kankakee Regional Land Bank

• Reappointment of Bruce Clark to the Kankakee County Public Building Commission

• Reappointment of Tinker Parker to the Animal Welfare Advisory Committee (Board Member)

• Reappointment of Carol Webber to the Animal Welfare Advisory Committee (Board Member)

• Reappointment of Dr. Ande Wegner to the Animal Welfare Advisory (Veterinarian)

• Reappointment of Dr. Diane Fedrow to the Animal Welfare Advisory Committee

• Reappointment of Abigail Smith to the Animal Welfare Advisory Committee

• Reappointment of Christy Slaby to the Animal Welfare Advisory Committee

• Resignation of James Carter from the Kankakee River Conservancy District

Mr. Miller made a motion to combine and approve and Mr. Fairfield seconded it. Motion carried with a voice vote.

Presentations

Legislative

Mr. Liehr provided the committee with an update from the UCCI meeting that he attending recently.

Mr. Liehr spoke regarding the timeline for redistricting maps and the census count.

Mr. Wheeler added that this will be discussed later in the meeting as well.

Information Services – Kevin Duval

Mr. Duval spoke regarding the iPads for the county board members.

Mr. Wheeler confirmed that there will be a time available before the next board meeting for training and to answer any questions.

Discussions were held regarding cyber security.

Health Department – John Bevis

Mr. Bevis provided an update to the committee regarding Covid and the current numbers for Kankakee County.

Discussions were held regarding vaccinations within the County.

Schools – Dr. Gregg Murphy

Veterans Assistance Commission – Karen Smietanski

• Monthly Report

 County Administrator’s Report – Anita Speckman

Monthly Update

Ms. Speckman provided the committee with an update on the Covid processes within the county.

Ms. Speckman updated the committee on open job positions within the county. The county is participating in a job fair on August 26th.

Ms. Speckman distributed certificates for the department heads that completed the leadership training.

New Business

• 2020 Census

Mr. Wheeler stated that there was a drop in the census and the redistricting maps need to be reevaluated due to the numbers.

Mr. Wheeler advised that a new map will be brought to the full board.

Discussions were held regarding the census numbers for Kankakee County.

Mr. Hess made a motion to adjourn the meeting at 10:22 a.m., and Mr. Long seconded it.

Motion carried with a voice vote.
