City of Gilman City Council met Oct. 11.

Here are the minutes provided by the council:

The regular meeting of the city council was called to order by Mayor Theesfeld. Council responding to roll call were: Eimen aye, McGehee aye, Kraft aye, Bachman aye, Elliott aye and Fancher aye. Clerk Kraft and Treasurer Morris were also present, along with Neil Piggush of Piggush Engineering, Inc.

Moved by McGehee Seconded by Fancher

to approve the minutes from the regular meeting held on September 13, 2021. All aye.

Moved by McGehee Seconded by Elliott

to approve the transfer of $13,000 from the general fund to the road & bridge fund. All aye.

Neil Piggush from Piggush Engineering spoke to the council about the Engineering Proposal for the North Central Street – Streetscaping Project. The proposal will include all administration and observation services throughout the duration of the project. He also had an update for the council on the other projects his company is working on for the city.

Moved by Kraft Seconded by Elliott

to approve the Piggush Engineering proposal for the North Central Street- Streetscaping Project for $285,650.00. All aye.

David Penny from the County Board was present and addressed the council. He offered his support for the safety of the police officers and the public. He would like to attend meetings every few months for better communication between the City and the county.

to approve trick-or-treating on October 31, 2021 from 5:00 – 7:00 p.m. All aye.

Moved by Eimen Seconded by Elliottt

to approve the liquor licenses for 2021-2022 for D & R Spiess LCC, d/b/a The Gilman Door and Martin Hann, d/b/a Jake’s Tap. All aye.

Mayor Theesfeld advised the council that there has been interest on the properties on Central and Peoria streets but no commitments have been made. He also stated that the Klopfenstein Apartments have 3 tenants.

At the recommendation of Mayor Theesfeld to save the city paying undue interest money it was:

to transfer up to $98,500.00 from TIF funds to pay off the 2017 loan for the S. Main St. Project. All aye.

Moved by Eimen Seconded by Kraft

to approve the sale of a vehicle and equipment to the Iroquois County Sheriff Department for $34,000.

Moved by Fancher Seconded by Elliott

to move forward with an agreement between the City of Gilman and the Iroquois County Sheriff Department. All aye.

Alderman Eimen discussed the history of the City’s negotiations with the county for police protection services.

Alderman Bachman had nothing to discuss.

Alderman Elliott had nothing to discuss.

Alderman Kraft had nothing to discuss.

Alderman McGehee asked about the water main breaks and if Piggush Engineering would be giving the city detailed plans of the old water mains during the new projects.

to approve the bills as they were presented. All aye.

to adjourn the regular meeting at 8:19 p.m. All aye.
