City of Watseka Finance, Legal, Audit and Insurance Committee met Dec. 21.

Here are the minutes provided by the committee:

PRESENT: Aldermen Barragree, Cahoe, Marcier, Rushbrook, Garfield, Miller, Alderwoman Musk, Mayor Allhands

ABSENT: Alderwoman Ulfers

Alderman Barragree opened the meeting at 7:41 pm. There was no public comment. Alderman Garfield makes a motion to recommend to the council to accept the November Treasurers report and Alderman Marcier seconded. Roll call carried 8-0.

Alderman Barragree stated the ICOM agreement needs to be approved. Alderman Barragree makes a motion to recommend to the council to accept the ICOM agreement for 1 year for $120,000.00 and Alderman Cahoe seconded. Roll call carried 8-0.

Alderman Barragree stated the following transfers need to be made:

Alderman Rushbrook makes a motion to recommend to the council to transfer $109647 from the general fund 1-10-8000 into liability fund 8-10-9000, Alderman Miller seconded. Roll call carried 8-0.

Alderman Rushbrook makes a motion to recommend to the council to transfer $23,993 from the general fund 1-10-8000 into the audit fund 9-10-9000, Alderman Garfield seconded. Roll call carried 8-0.

Alderman Cahoe makes a motion to recommend to the council to transfer $310,000 from the general fund 1-10-8000 into the police pension fund 40-10-5001, Alderman Marcier seconded. Roll call carried 8-0.

Alderman Rushbrook makes a motion to recommend to the council to transfer $52,075.63 from the water fund 30-50-8000 into the general fund 1-10-8000, and Alderman Garfield seconded. Roll call carried 8-0.

Alderman Rushbrook makes a motion to recommend to the council to transfer $52,075.62 from the sewer fund 30-60-8000 into the general fund 1-10-8000, and Alderwoman Musk seconded. Roll call carried 8-0.

Mayor Allhands stated he has a proposal from Ruder Technologies for $8198 to put video in the council chambers. This could then be posted for the general public on u tube. There was a lengthy discussion about the comments that could be made, the cost and about accountability for the committee. It was discussed to get more proposals and bring it back up at a later meeting.

Alderman Barragree makes a motion to adjourn at 7:50 pm and Alderman Cahoe seconded. Roll call carried 8-0
