The meeting was called to order by the County Board Chairman, Mr. Wheeler, at 9:00 a.m. Quorum present.
Quorum was present.
Mr. Payton made a motion to allow Mr. Hunter to attend by Zoom, and Mr. Fairfield seconded it. Motion carried with a Voice Vote.
Public Comment

Approval of Minutes: January 25, 2022
Mr. Payton made a motion to approve the minutes and Mr. Fairfield seconded. Motion carried with a voice vote.
Legislative
Approval of the 2022 Legislative Agenda
Mr. Wheeler reviewed each item on the agenda with the committee. Discussions were held.
Mr. Fetherling made a motion to approve the Legislative Agenda, and Mr. Carrico seconded it. Motion carried with a voice vote.
Information Services – Kevin Duval
Mr. Duval provided an update to the committee. Discussions were held.
Health Department – John Bevis
Mr. Bevis provided the committee with a monthly report. Mr. Bevis was not present.
Schools
Quarterly Report of the Regional Superintendent of Schools of Iroquois and Kankakee Counties
Mr. Fairfield made a motion to accept the report, and Ms. Polk seconded it. Motion carried with a voice vote.
Veterans Assistance Commission – Karen Smietanski

County Administrator’s Report – Anita Speckman
Monthly Update
Ms. Speckman updated the committee on Labor agreements, Open positions within the county and recent work on RFQ’s.

• Appointment of Michael Hall to the Momence Fire Protection District

Mr. Wheeler reviewed the appointments with the committee.
Mr. Miller made a motion to combine and approve and Ms. Parker seconded it. Motion carried with a voice vote.
New Business
•Amending section 2-24 of the Kankakee County Code
Mr. Wheeler reviewed the amendment with the committee.
Mr. Wheeler explained that this is cleaning up the code to update the dates.
Ms. Polk made a motion to approve and Mr. Fairfield seconded it. Motion carried with a voice vote.
• Approval to Negotiate an Agreement with Wight & Company for Architect, Engineer and Construction Manager Services
Mr. Wheeler reviewed the process with the committee.
Mr. Carrico made a motion to approve and Mr. Fetherling seconded it. Motion carried with a voice vote.
•Approval to Negotiate an Agreement with Rincon for Social Services and Grant Management Mr. Wheeler reviewed the process with the committee.
Mr. Hunter made a motion to approve and Ms. Webber seconded it. Motion carried with a voice vote.
Old Business
Ms. Polk spoke in favor of having a Grand Reopening of the courthouse.
