The meeting of the Kankakee County Highways & Buildings Committee was called to order by Committee Chairman, Mr. Carrico at 9:00am. The following members were present:

Mr. Carrico, Mr. Dunnill, Mr. Hess, Mr. Fetherling, Mr. Long, Mr. Hunter, Ms. Hudson, Mr. Smith, Mr. Rayman, Mr. Wheeler

Members Absent – Ms. Webber, Mr. Tholen, Ms. Bryan, Mr. Collins, Mr. Alexander Hildebrand, Mr. Gowler and Mr. Sirois

Quorum – Present

Department Heads Present –Greg Heiden, Anita Speckman and Wes Andrews Media Present – None

Public Commentary – None

Minutes of the Last Meeting

The minutes of the March 10, 2022 meetings were submitted to the Committee for approval. Mr. Fetherling made a motion to accept the minutes. Ms. Hudson seconded the motion. Motion carried by voice vote.

County Engineer Pay Estimates

The County Engineers pay estimates were submitted and read to the Committee for approval by Mr. Heiden, County Engineer.

Mr. Long made a motion to combine and approve Mr. Dunnill seconded it. Motion carried with a roll call vote of 10 ayes and 0 nays. Voting aye were: Mr. Carrico, Mr. Dunnill, Mr. Hess, Mr. Fetherling, Mr. Long, Mr. Hunter, Ms. Hudson, Mr. Smith, Mr. Rayman, Mr. Wheeler

Proposed Purchase of New Engineering Service Truck

Mr. Heiden spoke about a 1 ton needed for his department, the older truck will be a spare. Mr. Heiden stated that this is included in his budget.

Mr. Fetherling made a motion to approve Mr. Long seconded it. Motion carried with a roll call vote of 10 ayes and 0 nays. Voting aye were: Mr. Carrico, Mr. Dunnill, Mr. Hess, Mr. Fetherling, Mr. Long, Mr. Hunter, Ms. Hudson, Mr. Smith, Mr. Rayman, Mr. Wheeler

Buildings

Facility Dude Report

Mr. Andrews, Maintenance Director, stated there were 202 work orders for the month. There were no discussions.

Financial Report

Mr. Andrews, Maintenance Director, reviewed the report with the committee and highlighted areas of the report.

Building Report

Mr. Andrews, Maintenance Director, reviewed and discussed the Building Report with the committee.

Mr. Andrews reviewed each county building with the committee. Discussions were held.

Morgue/JCDC Wash Bay

Mr. Andrews reviewed pictures with the committee of the rusted-out wash bay. He stated that he has received two separate quotes to fix. One is for $8,000 and the other is for $28,000.

Mr. Hess made a motion to approve the lowest responsible bidder after review, and Mr. Long seconded it. Motion carried with a roll call vote of 10 ayes and 0 nays. Voting aye were: Mr. Carrico, Mr. Dunnill, Mr. Hess, Mr. Fetherling, Mr. Long, Mr. Hunter, Ms. Hudson, Mr. Smith, Mr. Rayman, Mr. Wheeler

Bid Opening- Power Wash Services

Mr. Dunnill made a motion to open the sealed bids, and Mr. Long seconded it. Motion carried with a voice vote.

Mr. Andrews opened three bids for powerwashing the old jail and annex.

Pacpro: $21,500

Aqua Pro: $78,998.85

Tatro: 31,422

Discussions were held.

Mr. Fetherling made a motion to approve the lowest responsible bidder after review, and Mr. Smith seconded it. Motion carried with a roll call vote of 10 ayes and 0 nays. Voting aye were: Mr. Carrico, Mr. Dunnill, Mr. Hess, Mr. Fetherling, Mr. Long, Mr. Hunter, Ms. Hudson, Mr. Smith, Mr. Rayman, Mr. Wheeler

Discussions were held regarding the alley next to the admin building and the traffic.

Ms. Hudson made the motion to adjourn the meeting at 9:36 a.m. Mr. Hess seconded the motion. Motion carried by a voice vote.
