City of Gilman City Council met July 11.

Here are the minutes provided by the council:

The regular meeting of the city council was called to order by Mayor Theesfeld. Council responding to roll call were: McGehee aye and Kraft aye, Bachman aye, Elliott aye, Fancher aye, and Eimen aye. Clerk Kraft and Treasurer Morris were also present.

to approve the minutes from the regular meeting held on June 13, 2022. All aye.

to approve the transfer of $15,000.00 from the general fund to the road & bridge fund and transfer $46,000.00 from general fund to sanitary sewer fund. All aye.

Sheriff Clint Perzee addressed the council to report the number of calls Iroquois County Sheriff’s Department responded to in June at 117 calls. The officers are rotating their shifts and giving police protection for 40 hours per week. He reported the status of the Flock Camera’s the city purchased noting that they are in the permitting phase. Officer Starkey is handling the issuance of the cameras.

Mayor Theesfeld advised the Loan Agreement for the Rt 24-45 Watermain Project has a loan forgiveness of 50% but there is not an interest percentage given at this time.

to approve Ordinance No.22-23-02 Authorizing Loan Agreement for Public Water Supply Loan Program. All aye.

to approve and adopt Resolution No. 22-23-R1 authorizing payment of $2017.89 from TIF 1 to Gilman Auto Parts as reimbursement for the 2021 real estate taxes paid. All aye, except Kraft who abstained.

to approve the Authorized users of the City’s credit card as Mayor, Treasurer and Clerk with the Treasurer and Clerk reviewing the bills. Authorized users will need to give their best effort to make sure they use the tax-exempt number/certificate for purchases. All aye.

To approve and adopt Resolution No.22-23-R2 to include compensation paid under an Internal Revenue Code Section 125 Plan as IMRF earnings. All aye.

Mayor Theesfeld advised the council of the proposal from Good Energy for the Homefield Energy Electric Service Agreement for a 36-month term.

to accept the proposal from Good Energy for the City Street Lights for a 36-month term. All aye.

Alderman Bachman had nothing to discuss.

Alderman Elliott asked for an update on the Streetscaping Project. Mayor Theesfeld responded that Piggush Engineering advised that there will be three phases. In the first phase IPC will be working on the curbing in the 200 block of N. Central St. The second phase will include the Front St to railroad crossing and third phase will be the 100 block of N. Central St.

Alderman Fancher had nothing to discuss.

Alderman Eimen had nothing to discuss.

Alderman McGehee asked if the city could purchase better equipment to mark service lines.

Alderman Kraft asked if the city could smooth out the road on the 400 block of N Main and 4th streets.

Mayor Theesfeld advised that the city did not receive a grant from the Mary Helen Roberts Trust requesting funding for the street lighting on North Central Street.

to approve the bills as they were presented with the addition of a bill from Iroquois Paving Corporation in the amount of $4,180.95., and to approve the Balance Sheet, and Profit and Loss Statement dated July 11, 2022 as presented. All aye.
