City of Gilman City Council met Sept. 12.

Here are the minutes provided by the council:

The regular meeting of the city council was called to order by Mayor Theesfeld. Council responding to roll call were: Eimen aye, Fancher aye, Elliott aye, Bachman aye, Kraft aye and McGehee aye. Clerk Kraft and Treasurer Morris were also present as were Vic Hari, Dee Trumble, Dave Trumble and Janice Trumble.

Seconded by Bachmann

to approve the minutes from the regular meeting held on August 8, 2022. All aye.

Moved by McGehee

Seconded by Fancher

to transfer $17,000.00 from the general fund to the road & bridge fund. All aye.

Seconded by Eimen

to accept the sealed bid from Brent Schoolman for 13 used street lights at $328.00 per light for a total of $4,264.00. All aye except Kraft and Fancher who abstained.

Mayor Theesfeld advised council about amending Ordinance regarding parking over 6 tons trucks in a residential district. It would include Semi-tractor trailers and rail road trucks.

to adopt Ordinance No. 22-23-03 Amending Title 10, Vehicles and Traffic. All aye except McGehee who voted nay.

Mayor Theesfeld advised the council of the two bids that came in for the US Route 24-45 Water Main Replacement Project were from Iroquois Paving Corp.and R&R Inc. the lower bid would mean that the loan the city be receiving could be lower than originally anticipated by Piggush Engineering.

To accept the bid from Iroquois Paving Corporation $573,226.96 for the US Route 24-45 Water Main Replacement Project. All aye.

Mayor Theesfeld advised the council of a new TIF district study that is being done for properties outside of the city limits and adjacent properties. Creating a new TIF District would help pay for street and water projects in the future. A new TIF district would include a study of the existing TIF district and adjacent properties.

to approve and adopt Resolution No. 22-23-R4 Resolution of Intent to Utilize Tax Increment Financing to Improve Deteriorating Physical Conditions and to Stimulate new Economic Development within the City. All aye.

Mayor Theesfeld advised the council that the Iroquois County Board approved the City of Gilman receive the sum of $100,000.00 from the Iroquois County American Rescue Plan Act. Money received will help fund the sanitary sewer project for 3rd and 4th streets and the alley between Central & Main streets. Piggush Engineering should have a proposal by the October 2022 meeting.

Mayor Theesfeld also let council know that Haley Brothers are finished with the project on

W. Third St.

Mayor Theesfeld encouraged the council to attend the Zoning Board meeting September 21st at 7:00 p.m. where Nexamp will be asking for a special use permit to lease ground from Kim and Karen Wasmer for a solar project. City is looking into a new ordinance for a decommissioning plan for the future.

Mayor Theesfeld updated council on the progress for the streetscaping project. The electric panel for new streetlights should be in by mid-October and the bricklaying process will start this week.

Vick Hari had nothing to discuss.

Alderman Bachman had nothing to discuss.

Alderman Elliott had nothing to discuss.

Alderman Fancher had nothing to discuss.

Alderman Eimen had nothing to discuss.

Alderman McGehee has nothing to discuss.

Alderman Kraft had nothing to discuss.

to approve the bills as they were presented, and to approve the Balance Sheet, and Profit and Loss Statement dated September 12, 2022 as presented. All aye.

Owners of Hometown Shop n Save attended the meeting to address their concerns about the North Central Streetscaping Project. Dave, Janice and Dee Trumble addressed council with concerns they have on the parking and access to their business. They expressed appreciation for the job that is being done to improve the city streets.
