City of Gilman City Council met Oct. 10.

Here are the minutes provided by the council:

The regular meeting of the city council was called to order by Mayor Theesfeld. Council responding to roll call were: McGehee aye, Kraft aye, Bachman aye, Elliott aye, Fancher aye and Eimen aye. Clerk Kraft and Treasurer Morris were also present, along with Chase Ford of Nexamp Solar, LLC and Bob Walker from Bono Consultants.

to approve the minutes from the regular meeting held on September 12, 2022. All aye.

Moved by McGehee               Seconded by Fancher

to approve the transfer of $6,100 from the general fund to the road & bridge fund. All aye.

Chase Ford, Development Manager for Nexamp and Bob Walker from Bono Consultants addressed the council regarding the Solar Program that will cover 20 acres at 306 S Crescent St. in Gilman and produce 5MW (ac). They gave an overview of what the project will entail. There will be five pods with fencing around each area and gravel lanes between them and the panels will be between 15-20 feet tall. The ground will be sewn in pollinators and will be kept mown. Bob Walker spoke on how the community will benefit. The community solar power sells to Ameren and then Nexamp will send information to residents giving them the option to subscribe to get a 10-15% reduction in their utility bills. The time frame to start and finish the project should be 5-6 months. Mayor Theesfeld asked if damage occurs to any roads who will bear the cost to repair it. Chase and Bob assured the council it would be the Nexamp Solar company who would keep the roads maintained.

to adopt Ordinance No.22-23-04 Approving Issuance of Special Use Permit. All aye.

Mayor Theesfeld advised the council of a proposal from Piggush Engineering for the Sanitary Sewer Replacement Project for 4th Street to 3rd Street. The ARPA money from Iroquois County will be used to fund the project. This project needs to be completed before the Third Street project can be started. Neil Piggush will design it to end just south of 2nd Street.

to approve the Piggush Engineering proposal for the Sanitary Sewer Replacement Project for 4th Street - 3rd Street Project for $47,180.00. All aye.

The Council agreed to set Trick or Treat hours for Monday, October 31, 2022 from 4:00-7:00p.m. Time is subject to change if neighboring towns set different times

Mayor Theesfeld addressed the council regarding the need for a snow plow or snow blower to use on the new sidewalks. The concerns were damage done to the new sidewalks and bricks and the rust left by the shoe of the blade. Randy Eimen will check on the cost to purchase snow removal equipment.

Mayor Theesfeld also discussed the need for another city employee to help Addison. It was agreed that we need someone for a 40-hour work week. The Gilman Star will publish a help wanted ad. The City will also put this on the website and start a Facebook page to get information out to the community.

to place an ad to hire an individual for city maintenance with salary based on qualifications. All aye.

Aldermen Eimen had nothing to discuss.
