Approval of Minutes 

● Tracy Mitchell made a motion to approve August 8, and August 22, 2022 minutes. Jeff Hall seconded the motion.

Planning Commission/Zoning Board of Appeals 

Department Reports 

● Maintenance Department 

● Building and Zoning Department 

o Ben Potts discussed a stop work order he had to issue last month. Now they are wanting a full building scope. He has had 3 more permits come in. 

● Police Department 

Streets and Alleys Committee 

● Kari Thompson made a motion to amend Resolution No. 2022-10 Support and Commitment of Local Funds. Jeff Hall seconded the motion. 

o Motion denied 6-0 

● Kari Thompson made a motion to pass Resolution No.2022-10 Support and Commitment of Local Funds , Tracy Mitchell seconded the motion.

Water and Sewer Committee 

● Jeff Hall made a motion not to exceed $20,000 for bacteria for the sewer plant. Tracy Mitchell seconded the motion. 

o Ben Potts discussed that this will get us through the spring. That the plant is making improvements. $20,000 will cover the Bug Juice, Qwik-Zyme L, Sludge RX, VitaStim Polar, and Bug on a Rope.

● Jeff Hall made a motion not to exceed $11,000 for replacement pumps for the sewer plant. Tracy Mitchell seconded the motion.

● Jeff Hall made a motion not to exceed $4,000 for rental of 2 semis, and trailers for purpose of land applying sludge. Tracy Mitchell seconded the motion. 

o Ben discusses he has a farmer lined up for dumping sludge on his field. Ben will be driving the semi, and dumping.

● Jeff Hall discussed keeping the squad truck for the town. Right now, the town has 1 vehicle, and the Village has 2 full town employees. 

Police and Public Safety Committee 

● Cathy Dundas made a motion not to exceed $275.00 for ammunition. Paul Hess seconded the motion.

● Cathy Dundas made a motion not to exceed $1200 for new tires on squad. John Tammen seconded the motion.

● Cathy Dundas made a motion not to exceed $22,000 for upgrading pool, and park camera systems, and adding 2 on Main Street. Paul Hess seconded the motion. Cathy discussed the cameras and where they would be in the park, pool, and Main Street.

● Jim Lehmkuhl discussed body cameras, and portable radios 

● Jim Lehmkuhl Discussed tire spikes 

Ordinance and Zoning Committee 

● John Tammen made a motion to amend the Village Code, and to adopt the 2021 International Property Maintenance Code, as the property maintenance code for the village. Kari Thompson seconded the motion. 

● John discussed that he has been working with the attorney, and this code needs to be adopted into the Village. 

o Motion passes 6-0 

Local Improvement Committee 

● Paul Hess discussed the phone for the pool house basket room.

● Paul Hess discussed trees on Greenway, and finding the master list. Paul discussed putting Hostas under a tree for anyone who wanted to donate. 

● Paul Hess discussed end of year pool season, and money that was lost. Pool had lot of expenses, and Lifeguard wage increased 

● Paul Hess made a motion not to exceed $2,110.00 for Christmas lights on a 3-year contract. John Tammen seconded the motion.

Budget and Finance Committee 

● Tracy Mitchell discussed the update on IMRF retirement plan. Discussed having another full-time employee, and that it would be the same price if they join now. Tracy discussed retro time, and what could be bought back for previous times. 

● John Caspary discussed Village insurance appraisal, and assets for replacement cost. Discussed options on assets that need to be reviewed by the Village. Discussed increase in price for insurance. It was before 2012 with the last appraisal of assets. Village has several options to discuss for insurance. 

Treasurer’s Report / Payment of Bills 

● Jeff Hall made a motion to approve the treasurer's report and pay the bills. Kari Thompson seconded the motion.

Concluding Public Questions and Comments 

● Ben Potts gave another update to the Village Board on the sewer plant 

Kari Thompson made a motion to adjourn. Jeff Hall seconded the motion. Meeting adjourned at 10:00 p.m.
