Village of Manteno Village Board met Oct. 3.

Here are the minutes provided by the board:

The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance.

Motion by Phillips seconded by Martin, to waive the reading of the minutes and approve the Regular Board Meeting minutes of September 19, 2022, as presented by the Clerk.

Motion approved: 4-0 Dole, Crockett absent

Public Participation: None

Reports of Village Officials:

Village President’s Report: Timothy Nugent

• Property Tax Rebate Program – Reminder to eligible Village residents that they must submit form and required documents in person at the Village Hall by end of business October 31, 2022. We have had 1069 residents submit their required documents so far. Please check the requirements online at the Village website or stop by the Village Hall if you have any questions. We hope to be able to send out the checks the first two weeks of December.

• Oktoberfest – We had great weather and great attendance for Oktoberfest this year. Saturday night was packed downtown. Thanks to all who worked to make this event happen. Village Administrator’s Report: Chris LaRocque

• Carmen Huizenga from SKDO (Smith, Koelling, Dykstra & Ohm) gave a presentation on the annual audit report and walked through specifics of the audit for fiscal year 2021 which ended on April 30, 2022. The Board will vote on receiving and placing on file the Village Annual Audit later in the meeting tonight.

Public Works- Trustee Boyce

Parks and Recreation- Trustee Martin

• Jim Hanley gave update of the parks

Next Parks and Recreation meeting Wednesday October 19, 2022, at Village Board Room, has been cancelled.

Public Safety and Health- Trustee Dole absent

Next Public Safety & Health meeting Wednesday October 12, 2022, at 7:00 am at the Village Board Room

Planning and Zoning- Trustee Crockett absent

Nothing on the agenda tonight.

The next Planning and Zoning Committee meeting is scheduled for Tuesday October 25, 2022, at 7:00 am at the Village Board Room

The next Planning Commission meeting is scheduled for Tuesday October 11, 2022, at 6:00 pm at the Village Board Room.

Finance: Trustee Gesky

• Payment of bills $603,979.93

• Bills authorized and Paid between Board Cycle: $114,737.48

• Consideration RE: A motion to receive and place on file the Village Annual Audit prepared by Smith, Koelling, Dykstra & Ohm for Fiscal Year ending April 30, 2022. Every year the Village conducts an independent audit to ensure compliance with all policies and procedures required for our financial operations. SKDO completed that audit and presented their findings earlier at tonight’s board meeting.

• Consideration RE: A motion to receive and place on file the Annual TIF Reports for Fiscal Year ending April 30, 2022. This is an additional requirement for our two remaining TIF Districts to provide annual reports outlining activity in each district for the year.

• Consideration RE: A motion to receive and place on file the Annual Treasurer's Report for Fiscal Year 2021-2022 and authorize its publication. As part of the audit process, in addition to the general audit and TIF reports, the annual Treasurer's report is required as well. This report is published for scrutiny by the public.

The next Finance meeting will be held Wednesday October 12, 2022, at 7:00 am at the Village Board Room.

General Government- Trustee Phillips

Mayor Nugent read the items to be included on the Consent Agenda. The consent agenda is as follows:

1. Consideration RE: A motion to receive and place on file the Village Annual Audit prepared by Smith, Koelling, Dykstra & Ohm for Fiscal Year ending April 30, 2022.

3. Consideration RE: A motion to receive and place on file the Annual Treasurer's Report for Fiscal Year 2021-2022 and authorize its publication.

Motion by Gesky seconded by Boyce to approve a single roll call vote on the question of passage of agenda items as designated for voting purposes on the consent agenda

Motion by Martin seconded by Phillips to approve by an omnibus vote those ordinances, resolutions, motions, and orders contained on the consent agenda

Trustee Boyce: Great job to Sarah for Oktoberfest and to Jimmy and crew. Thanks, Al, for keeping us safe!

Trustee Martin: My 35 years in town and I have never seen that many people as were in town Saturday night! Well done and lots of fun.

Trustee Gesky: Kudos to everyone on a great job!

Trustee Phillips: I agree! I have lots of people telling me how nice it was.

Motion by Gesky to adjourn at 7:29 pm. Seconded by Martin. Motion approved 4-0 Dole, Crockett absent
