Village of Manteno Board of Trustees met Sept 19.

The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance.

Motion by Crockett seconded by Dole, to waive the reading of the minutes and approve the Regular Board Meeting minutes of September 6, 2022, as presented by the Clerk.

Motion approved: 6-0

Reports of Village Officials:

Village President’s Report: Timothy Nugent

• Ordinance 22-10 - An Ordinance amending Title 3, Business Regulations, Chapter 9, Liquor, by changing Section 3-9-4, Fee, of the Municipal Code for the Village of Manteno. This ordinance provides regulations and fees for the issuance of temporary event liquor licenses for the sale and/or consumption of alcohol by organizations without an established liquor license.

• Octoberfest is scheduled for this coming weekend. There will be road closures on Main Street. Information can be found on the Manteno Octoberfest 2022 website.

• There will be an increase in traffic this weekend. We are asking everyone who are going to be out driving to try to be patient and pay attention

• New archways and lights are complete on Main Street.

Village Administrator’s Report: Chris LaRocque

Committee Reports:

Public Works- Trustee Boyce

Next Public Works meeting on Tuesday September 27, 2022, at 7:00 am Village Board Room

Parks and Recreation- Trustee Martin

• Jim Hanley gave update of the parks. Concession stand is open at Legacy Park. Wildcat football is playing there on Saturdays.

Next Parks and Recreation meeting Wednesday September 21, 2022, 7:00 pm at Village Board Room, has been cancelled.

Public Safety and Health- Trustee Dole

• Tips on being caught out in bad weather.

• Farming season, so please pay attention to farm machinery on the roads and be patient. Next Public Safety & Health meeting Wednesday October 12, 2022, at 7:00 am at the Village Board Room

Planning and Zoning- Trustee Crockett

Nothing on the agenda tonight.

The next Planning and Zoning Committee meeting is scheduled for Tuesday September 27, 2022, at 7:00 am at the Village Board Room

The next Planning Commission meeting is scheduled for Tuesday October 11, 2022, at 6:00 pm at the Village Board Room.

Finance: Trustee Gesky

• Payment of bills $648,721.99

• Bills authorized and Paid between Board Cycle: $0

• Ordinance 22-11 - An Ordinance terminating the Central Business District Redevelopment Project Area (TIF #1) in the Village of Manteno, County of Kankakee, State of Illinois. This is the next step as the Village's TIF #1 District ends. This will allow the various taxing bodies the ability to collect those tax dollars that previously were diverted to the Village. TIF District #1 was created almost 35 years ago. This money will now go back to the taxing districts.

The next Finance meeting will be held Wednesday October 12, 2022, at 7:00 am at the Village Board Room.

General Government- Trustee Phillips

Mayor Nugent read the items to be included on the Consent Agenda. The consent agenda is as follows:

Motion by Martin seconded by Dole to approve a single roll call vote on the question of passage of agenda items as designated for voting purposes on the consent agenda

Motion Approved 6-0

Motion by Gesky seconded by Crockett to approve by an omnibus vote those ordinances, resolutions, motions, and orders contained on the consent agenda

Motion Approved 6-0

Final Comments:

Trustee Boyce: Great seeing projects coming to order! Parks and downtown.

Trustee Martin: Have fun this weekend at Octoberfest!

Trustee Dole: Well said! Thanks to our Public Works department, Police Department and Fire Department for the work they put in for Octoberfest. Everyone pulls this all together.

Trustee Crockett: No commen

Trustee Gesky: Great to see the investments in our courts getting use! Look at our pickleball courts, always busy. We have growing pains at Legacy, but that is because it is the first week we had Wildcat football out there so improvements are being made on the garbage containers size. Also, a reminder that golf carts are not allowed on the park, only the administrators of the football league are allowed to use the carts on the Saturdays that the football teams play.

Trustee Phillips: Hope everyone has a safe weekend and a good time at Octoberfest!

Mayor Nugent: Reminder to residents to file for your tax rebate if you are eligible. Must be filed by October 31st, 2022. The form is available online at our webpage or you can go in person to the Village Hall.

Motion by Boyce to adjourn at 7:25 pm. Seconded by Dole
