City of Gilman City Council met Nov, 14.

Here are the minutes provided by the council:

The regular meeting of the city council was called to order by Mayor Theesfeld. Council responding to roll call were: Kraft aye, Bachman aye, Elliott aye, Fancher aye, Eimen aye and McGehee aye. Clerk Kraft and Treasurer Morris were also present as were Andrew Johnson, Suzanne Johnson and Abby Perzee.

Moved by McGehee

to approve the minutes from the regular meeting held on October 10, 2022. All aye.

Moved by McGehee Seconded by Bachman

to approve the transfer of $17,000.00 from the general fund to the road & bridge fund. All aye.

Mayor Theesfeld advised council the Tax Levy would not need to be raised with a total of $210,000.

Moved by Kraft Seconded by Elliott

to approve Ordinance 22-23-05 for the 2022-2023 Tax Levy. All aye.

Moved by Kraft Seconded by Elliot

to approve a Class A1 liquor license for K & H Truck Plaza, Inc. All aye except Fancher who abstained and McGehee voting nay.

Moved by Kraft Seconded by Bachman

to approve a gaming license for Gilman OPCO, LLC. All aye.

Mayor Theesfeld explained that the resolutions being presented were for funding the North Central Streetscaping Project and would be partially funded by MFT and Rebuild Illinois funds for a total of $150,000.00

Moved by Kraft Seconded by Fancher

to approve and adopt Resolution 22-23-R5 and Resolution 22-23-R6 for Improvement Under the Illinois Highway Code. All aye.

Mayor Theesfeld updated council on the North Central Streetscaping Project stating the binding layer of asphalt would be laid this week and that a lighting panel would be installed. Project is ahead of schedule and will be finished in spring with the last layer of asphalt, parking striping and landscaping. They will possibly plant trees yet this year.

Mayor Theesfeld also addressed council regarding the fair amount of excess city funds and that CD (certificate of deposit) rates have gone up to 4% at Iroquois Farmers State Bank. He suggested the city put $500,000.00 into a CD for one year.

to move $500,000.00 to Iroquois Farmers State Bank, Gilman into a CD at an interest rate of 4% for a period of one year. All aye.

Mayor Theesfeld reported the Police Committee Meeting was attended by Randy Eimen, Mike McGehee, Sheriff Clint Perzee and John Shure. Alderman Eimen stated they discussed the new contract dates being January 2023 to December 2024 in the amount of $75,012.62 for the first year and a possible increase in the amount for the second year. The new contract will be voted on at the December City Council meeting. Mayor Theesfeld asked that officers be more visible in residential areas. Buckley and Cissna Park will soon be contracting with the Iroquois County Sheriff’s Department. The old city hall building police office has been cleaned and is now being used by the Gilman Historical Society.

Mayor Theesfeld advised council of the demo and quote for Ventrac stand-on snow removal equipment from Burris Equipment. Quote for $29,309.00 included a tractor, snowblower, broom, heated hand grips, windshield and strobe light kit. Equipment would be used for sidewalks and some roadways to aid in snow removal and some fall cleanup. Tractor is gas powered with 4WD and turf tires without chains.

to approve the purchase of Ventrac tractor and accessories in the amount of $29,309.00 without competitive bidding. All aye.

Alderman Bachman had nothing to discuss.

Alderman Elliott had nothing to discuss.

Alderman Fancher had nothing to discuss.

Alderman Eimen had nothing to discuss.

Alderman McGehee had nothing to discuss.

Alderman Kraft had nothing to discuss.

to approve the bills as they were presented. All aye.

Moved by McGehee Seconded by Kraft

to adjourn the regular meeting at 7:48 p.m. All aye.
