Village of Manteno Public Works Committee met Sept. 27.

Meeting was opened by Trustee Boyce at 7:10 a.m.

MOTION: A motion by Trustee Crockett, seconded by Trustee Martin, to approve the minutes from August 23, 2022 meeting as presented. Voice vote – All ayes, No nays. Motion approved.

No public participation.

No action items.

Discussion Items:

• Christmas Lighting Event – Mr. Hanley stated that the village has a standing order with Ace Hardware for lights. Mr. Hanley stated that there have been six trees on Main Street that have been removed due to disease and conflict with the arches. Mr. Hanley suggested that lights could be added to the pots or the season. Mr. Hanley will need to look at some new décor for the poles due to the bells that are used now are no longer produced. The lighting of Main Street/Santa event will be held on Saturday, December 3rd. There may be a 5K Santa Fun Run organized with some events earlier and then the lighting a little earlier too.

• Legacy Park Concession Stand Update – Mr. Hanley gave an update:

o Half of the attic insulation is complete

o Inside trim still to complete

o One dormer still to complete

o Still waiting on the triple basin sink – ordered just waiting on delivery

o Landscaping

o FOB sensors to be installed

o Driveway & dumpster enclosure

• Public Works Site Update – Mr. Hanley gave an update:

o Concrete floors are about half completed

o Curbs are completed – binder course will be put in with final coat will be at the end

o Building structure will start being erected around October 10th

o Still waiting on Com-Ed to move pole

o NiCor had to have some plans resubmitted

o Water & Sewer are connected

• Entryway Signs and Archways – The arches are installed and operating well. The work will start later this week on the entryway signs. Caps on the arches will be installed soon. The material for the entryway signs has been received.

• Electric Box and Railroad Building Wrap Update - There are about 4 or 5 more wraps to do on the electrical boxes. The flag design will be redone to show the proper view of the flag according to flag etiquette. The railroad buildings will need to be repainted again. The design on the buildings was not acceptable to CN railroad after they saw the design.

• South Creek Drive Path Update – Mr. Hill stated that the contractor has started with the electrical and starting with the foundations. The electrical engineer has submitted the plans to ComEd to connect into the box near Monical’s. Path on South Creek is ready to be paved. The path on Cook Street was extended and both should be able to pave next week. An audible warning system is being requested by a blind person who walks in this area. Mr. Hill stated that IDOT has a project coming up and the village just needs to make sure that when the plans come to the village for review that the audible warning system is part of the project.

• MFT – The contractor will begin patching the eight – ten locations that have been chosen by the end of the week. The portion of the project that include curb and gutter will be completed in October.

Trustee Martin exited the meeting at 7:42 a.m.

• Parks Update:

o The paths will need to be seal coated. Village personnel can do those in house. o MYBSL will start field work at Heritage Park on Field #5. The village will look at cleaning up the dugouts.

o It had been suggested to add sidewalks to the Pickle Ball courts. The committee would like to wait and see before installing a sidewalk.

o Ideas for updates:

▪ Wiffle Ball court at Thies Park

▪ Updating skate equipment at Hendrickson Park

▪ Updating playground equipment at Ruder Park

▪ Ideas for south side of the Square

▪ Equipment for handicap children

▪ Paving path from Sycamore to Hamilton – would need to have easements to complete this project.

• Equipment Update –

o New backhoe has been delivered

o The two 750’s have been delivered and are in line to be outfitted.

• Misc.:

• Gallagher has looked at the Village Hall parking lot – a test core will be completed to see what may have caused the problems.

• Police Department Facility – nine contractors have shown interest in the bidding

• Mechanic position – Mr. Stromme is retiring in November. A gentleman has been offered the position and he has accepted. He will be starting very soon.

Trustee Crockett exited the meeting at 8:00 a.m.

• Mr. Hanley had to replace the refrigerators at the concession stand. He had purchased ones that were considered “used” at a reduced rate, but that did not work. They were returned with a full refund. New ones were purchased.

Motion by Trustee Boyce, seconded by Mayor Nugent to adjourn meeting at 8:01 a.m. Voice vote: all ayes, no nays.
