Village of Manteno Board of Trustees met Oct. 17.

The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance.

Motion by Phillips seconded by Gesky, to waive the reading of the minutes and approve the Regular Board Meeting minutes of October 3, 2022, as presented by the Clerk.

Motion approved: 4-0 (Mayor voted) Dole, Crockett abstained, Boyce absent

Reports of Village Officials:

Village President’s Report: Timothy Nugent

• Property Tax Rebate Program – Reminder to eligible Village residents that they must submit form and required documents in person at the Village Hall by end of business October 31, 2022. Please check the requirements online at the Village website or stop by the Village Hall if you have any questions. We have put reminders on the radio, newspapers, and Facebook. We hope to be able to send out the checks the first two weeks of December.

Public Works- Trustee Boyce, absent

Next Public Works meeting on Tuesday October 25, 2022, at 7:00 am Village Board Room Parks and Recreation- Trustee Martin

• Jim Hanley gave update of the parks as the fall sports are winding down or ending for the season Next Parks and Recreation meeting Wednesday October 19, 2022, at Village Board Room, has been cancelled.

Public Safety and Health- Trustee Dole

Nothing on the agenda tonight

• Halloween hours for October 31st are 5:00 pm to 7:00 pm

• Safety reminders for trick or treaters to wear light colored costumes so they are visible, bring a flashlight to safely light your path, and have all candy inspected by an adult before eating. Have a great Halloween!

• Motorists, please be cautious when out driving on the 31st.

• Reminder that we turn clocks back an hour on November 6th

• Mayor – Bids were opened for the remodeling of the police station. All came in higher than what was anticipated. We hope to have a bid to approve by our next regular board meeting. Next Public Safety & Health meeting Wednesday November 9, 2022, at 7:00 am at the Village Board Room

Planning and Zoning- Trustee Crockett

• Ordinance 22-12: An Ordinance granting a Special Use Permit to Randy Williams (Petitioner) & Robert Nally, (Owner) for a proposed Automotive Repair Business at 615 North Locust Street. On October 11th the Planning Commission held a public hearing on the request for the required Special Use Permit to operate an auto repair business in the FB-1 Zoning District. No one from the public was present to voice an opinion on the request, and after some discussion, the Planning Commission is recommended approval of the request.

• Ordinance 22-13: An Ordinance granting a Variance from Title 9, Building Regulations, Chapter 7, Section 9-7B-8(H), Maximum Lot Coverage, for the property known as 1064 Windfield Drive, Manteno, Illinois. This request was also heard at the same Planning Commission meeting on October 11th. There was no one from the pubic to voice an opinion either way. This variance request is in part due to the smaller size lots in Windfield Subdivision, which can make building a ranch style home on those lots difficult. Because the setbacks and all other lot requirements are being met, the Planning Commission recommended approval of the variance.

The next Planning and Zoning Committee meeting is scheduled for Tuesday October 25, 2022, at 7:00 am at the Village Board Room

The next Planning Commission meeting is canceled for Tuesday November 8, 2022, at 6:00 pm at the Village Board Room.

Finance: Trustee Gesky

• Payment of bills $624,604.42, including TIF #3 $185.80

• Bills authorized and Paid between Board Cycle: $0

The next Finance meeting will be held Wednesday November 9, 2022, at 7:00 am at the Village Board Room.

General Government- Trustee Phillips

Motion by Crockett seconded by Dole to approve a single roll call vote on the question of passage of agenda items as designated for voting purposes on the consent agenda

Motion by Martin seconded by Dole to approve by an omnibus vote those ordinances, resolutions, motions, and orders contained on the consent agenda

Mayor Nugent: We will have a TIF meeting before our next regular Board meeting in November. We will be inviting the other taxing bodies to attend. We will schedule it at 6:40 pm. Halloween hours are 5:00 pm to 7:00 pm. Have a safe Halloween.
