Village of Manteno Board of Trustees met Nov. 7.

The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance.

Motion by Phillips seconded by Boyce the reading of the minutes and approve the Regular Board Meeting minutes of October 17, 2022, as presented by the Clerk.

Motion approved: 4-0 Crockett, Gesky absent

Public Participation: None

Reports of Village Officials:

Village President’s Report: Timothy Nugent

• Recognition of Sergeant Mike Berns for 25 years’ service to the Manteno Police Department by Police Chief Al Swinford.

• Property Tax Rebate Program ended October 31, 2022. We had 1528 applications approved, with the Village giving back $935,000.00 to residents who met the eligibility guidelines. The check will be issued the first week of December 2022 and will be mailed in a Village of Manteno envelope to those residents who met eligibility. Also included in this mailing will be the outline of the 2023 Manteno Hometown Hero information.

• Received a thank you note from the Kankakee Triathlon committee for the support and cooperation from the various Village departments during the event that was held within the Village.

Village Administrator’s Report: Chris LaRocque

Sarah Marion was to do a presentation for the Manteno Chamber of Commerce but will have to be rescheduled to a later date due to illness.

Committee Reports:

Public Works- Trustee Boyce

• Ordinance 22-14: An Ordinance authorizing the Sale of Personal Property (Surplus Municipal Equipment). Jim Hanley explained that with the arrival of the two plow truck chassis and the likelihood of them being outfitted before the snow flies, we will surplus the two oldest plow trucks for sale. 1) 2003 International Dump Truck and 2) 2005 International Dump Truck

Next Public Works meeting on Tuesday November 29, 2022, at 7:00 am Village Board Room Parks and Recreation- Trustee Martin

Nothing on the agenda tonight.

Next Parks and Recreation meeting has been cancelled.

Public Safety and Health- Trustee Dole

• Consideration RE: A motion to award the contract for the Manteno Police Station Relocation project to CCC Holdings, Tinley Park, IL for a bid of $1,767,356.00. The Village received five bids for the remodeling of the new police department facility. CCC Holdings was the lowest qualified bidder. With this award, construction should begin in the next couple weeks and be completed in early spring of 2023.

Planning and Zoning- Trustee Crockett, absent

The next Planning and Zoning Committee meeting is scheduled for Tuesday November 29, 2022, at 7:00 am at the Village Board Room

The next Planning Commission meeting is canceled for Tuesday November 8, 2022, at 6:00 pm at the Village Board Room.

Finance: Trustee Gesky, absent. Agenda items covered by Trustee Phillips • Payment of bills $1,479,283.30 including TIF #1 - $96,530.71

• Bills authorized and Paid between Board Cycle: $53,675.36

• Consideration RE: A motion to authorize the purchase of a 2023 Ford F-550 from Taylor Ford of Manteno for a cost of $103,043.19 (this is a state bid price) As discussed in the Finance committee meeting, this purchase will replace an older truck with a newer model that has more versatility. Trustee Boyce has requested to remove this action from the consent agenda to be voted on separately.

• Resolution 22-08: A Resolution designating authorized agents for the Village of Manteno, Kankakee County, Illinois for the purposes of opening accounts and conducting business at Iroquois Federal. The Village was approached by Iroquois Federal with an offer of 3% on a money market account. We have several existing money market accounts that were performing under that rate, and after inquiring with other financial institutions, it was determined that this was the highest rate available and in the best interest of the Village.

The next Finance meeting will be held Wednesday November 9, 2022, at 7:00 am at the Village Board Room.

General Government- Trustee Phillips

Mayor Nugent read the items to be included on the Consent Agenda choosing to vote separately on item #2 under C – Awarding of Bids/Contracts and Authorization to Purchase. The consent agenda is as follows:

1. Ordinance 22-14: An Ordinance authorizing the Sale of Personal Property (Surplus Municipal Equipment).

2. Resolution 22-08: A Resolution designating authorized agents for the Village of Manteno, Kankakee County, Illinois for the purposes of opening accounts and conducting business at Iroquois Federal.

Motion by Martin seconded by Dole to approve a single roll call vote on the question of passage of agenda items as designated, choosing to vote separately on item under C, AWARDING OF BID/CONTRACTS AND AUTHORIZATION TO PURCHASE, Item #2, A motion to authorize the purchase of a 2023 Ford F-550 from Taylor Ford of Manteno, for voting purposes on the consent agenda. Motion Approved 4-0 Crockett, Gesky absent

Motion by Dole seconded by Boyce to approve by an omnibus vote those ordinances, resolutions, motions, and orders contained on the consent agenda except item #2 under C. Motion Approved 4-0 Crockett, Gesky absent

Motion by Martin, seconded by Dole to authorize the purchase of a 2023 Ford F-550 from Taylor Ford of Manteno for a cost of $103,043.19 (state bid price). Motion approved 4-0 (Mayor voted) Boyce abstained, Crockett, Gesky absent

Village Clerk Robin Batka gave Notice that as the local election official in and for the Village of Manteno, that the Village office will be open and accepting candidate petitions or certificates of nomination for the Consolidated Election to be held on April 4, 2023, for the offices of Village Trustee. Hours will be December 12th – December 16th: 8:00 am – 4:30 pm December 19th: 8:00 – 5:00 pm. (Village Hall will be closed from noon-1:00 pm each day). This information will also be posted on the Village of Manteno website.

Final Comments:

Trustee Boyce: Congratulations to Sergeant Berns! He has always been a good mentor to our force. He has not only been a good officer, but a good friend as well.

Trustee Martin: I agree. Mike has always been a solid police officer

Trustee Dole: Same as the others. Sergeant Berns was always good to Jerry and me. He would stop and check on Jerry to see how he was, which meant a lot to me. He stays on top of everything, and I just really appreciate him.

Trustee Phillips: Sergeant Berns arrested my dog for running away from home! I agree with the comments of everyone else.

Mayor Nugent: Congratulations to Sergeant Berns. We had other officers who were here for the presentation but were called away and had to leave before the presentation was made.

Motion by Boyce to adjourn at 7:25 pm. Seconded by Dole
