Village of Manteno Board of Trustees met Nov. 21.

Here are the minutes provided by the board:

The meeting was called to order by President Timothy O. Nugent. Roll call followed the Pledge of Allegiance.

Motion by Phillips seconded by Dole to waive the reading of the minutes and approve the Regular Board Meeting minutes of November 7, 2022, and the minutes of the TIF Joint Meeting of November 7, 2022, as presented by the Clerk.

Motion approved: 4-0 Crockett abstained, Martin absent

Reports of Village Officials:

Village President’s Report: Timothy Nugent

• Resolution 22-10 - A Resolution endorsing the Metropolitan Mayors Caucus Greenest Region Compact. The Village is adopting this resolution as part of the process to apply for a ComEd grant to develop electric vehicle charging stations in the Village. The $10,000 grant is administrated through the Metropolitan Mayors Caucus. This resolution will be included on the consent agenda.

• Santa event happening in Village on Saturday December 3rd, 2022. There will be Santa arriving earlier in the day, coloring contest winners, and the lighting of Main Street at 5:30 pm. All times and events are on the Village website.

Next Public Works meeting on Tuesday November 29, 2022, at 7:00 am Village Board Room Parks and Recreation- Trustee Martin, absent

Public Safety and Health- Trustee Dole

Nothing on the agenda tonight.

• On Wednesday November 23, 2022, Officer Bailey, of the Bradley Police Department, will be released from the hospital and traveling home along Route 50, coming right through Manteno around 2:30 pm. Everyone is encouraged to come and welcome Officer Bailey home by lining up along Route 50 and showing your support.

Next Public Safety & Health meeting Wednesday December 14th, 2022, at 7:00 am at the Village Board Room

Planning and Zoning- Trustee Crockett

• Resolution 22-11- A Resolution authorizing a Reduction of Warranty Letter of Credit for Eagles Landing fifth addition. The Village accepted the subdivision improvements for Eagles Landing, Fifth Addition on November 16th, 2020, at which time the two-year warranty period began. Now that the warranty period has expired and there are no outstanding issues with the development, the Village is releasing the warranty letter of credit.

The next Planning and Zoning Committee meeting is scheduled for Tuesday November 29, 2022, at 7:00 am at the Village Board Room

The next Planning Commission meeting is canceled for Tuesday December 13, 2022, at 6:00 pm at the Village Board Room.

Finance: Trustee Gesky

• Payment of bills $439,971.03 including TIF #1 - $0

• Bills authorized and Paid between Board Cycle: $0

• Resolution 22-09 - A Resolution of the Village of Manteno for the Preliminary Determination of Rate for the 2022 Tax Levy. As discussed at the finance committee meeting, this year's levy request will be 1.75% or $33,186.00 over last year's tax extension. The total levy amount of $1,939,500.00 is necessary for specific budgeted line items to facilitate Village services and pension payments.

The next Finance meeting will be held Wednesday December 14, 2022, at 7:00 am at the Village Board Room.

General Government- Trustee Phillips

Mayor Nugent read the items to be included on the Consent Agenda. The consent agenda is as follows: Old Business: (A)

1. Resolution 22-09 - A Resolution of the Village of Manteno for the Preliminary Determination of Rate for the 2022 Tax Levy.

2. Resolution 22-10 - A Resolution endorsing the Metropolitan Mayors Caucus Greenest Region Compact.

3. Resolution 22-11- A Resolution authorizing a Reduction of Warranty Letter of Credit for Eagles Landing fifth addition.

Motion by Crockett seconded by Dole to approve a single roll call vote on the question of passage of agenda items as designated for voting purposes on the consent agenda.

Motion by Gesky seconded by Dole to approve by an omnibus vote those ordinances, resolutions, motions, and orders contained on the consent agenda

Final Comments:

Trustee Boyce: Come out and support the Christmas event on December 3rd! Lots of hard work went into the planning by Sarah Marion, Village Public Works department and our Police department Trustee Dole: Same as Trustee Boyce! Happy Thanksgiving!

Trustee Crockett: Same as Trustee Boyce! Happy Thanksgiving!

Trustee Gesky: Same as the Trustees before me… Happy Thanksgiving! Reminder to go out and buy on Black Friday as your tax rebate checks will be coming the first week of December! Trustee Phillips: Happy Thanksgiving!

Mayor Nugent: I have had questions on what building is going up to the East of Legacy Park. This is the Public Works building. We have discussed it in detail at our meetings and it has been in the planning for years, so it is finally being built. We hope to have it ready by mid to late Summer 2023. We will start inside remodeling work on the new police station building on Marquette. We expect this to be done by May 2023. To expand on Trustee Gesky’s comment, the tax rebate checks will be mailed out the first week of December to those 1537 residents who were eligible and submitted the required documents. This check will be mailed out in a Village of Manteno envelope and will include:

1. Check and letter from Mayor

2. Home Hero Banner information on the 2-year program

3. Recycle dates for 2023
