Village of Bourbonnais Finance Committee met Nov. 30.

Here are the minutes provided by the committee:

1. Meeting Opening

Meeting called to order at 4:00 PM by Trustee Rick Fischer

Procedural: A. Roll Call - Trustee Rick Fischer

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini (arrived 4:07 PM). Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn (arrived at 4:05 PM), Assistant Administrator Laurie Cyr, Finance Director Tara Latz, Chief Jim Phelps, Engineer Mike Gingerich (arrived at 4:05 PM), and Admin Assistant Margie Beach.  Absent: Administrator Mike Van Mill.

2. Review and Approve Committee Minutes

Action, Minutes: A. Finance Committee Minutes from November 16, 2022

Motion by Trustee Jack Littrell, second by Trustee Jeff Keast to approve the Finance Committee minutes from November 16, 2022, as presented.

Final Resolution: Motion Carried

3. Bill Lists

Accounts Payable: A. General Fund

> Trustee Fischer questioned the mirrors for the street sweeper? Mrs. Latz believes it was for both sides, not sure what happened. PW was not at the meeting to ask, but she will find out.

> Trustee Keast asked if the Public Works cameras are installed? Ms. Cyr said yes, the interior cameras have been installed, the exterior cameras are on back order. Mayor Schore requested to have a camera pointed at the dumpster outside.

> Trustee Greenlee questioned payment for consulting? Mrs. Latz responded it was for Gene Norber's services, his company name is Economic Development Resources.

The General fund bill list was reviewed, and the Finance Committee agreed to proceed with payment of the bills at the next Regular Board meeting on Monday, December 5, 2022.

Accounts Payable: B. Special Fund

The Special fund bill list was reviewed, and the Finance Committee agreed to proceed with payment of the bills at the next Regular Board meeting on Monday, December 5, 2022.

4. Other Business

Discussion: A. Change Order for Career Center Road Box Culvert Rebuild IL Project

Attorney Patrick Dunn and Engineer Mike Gingerich arrived at 4:05 PM.

> Mrs. Latz introduced Engineer Keith Mulholland from Robinson Engineering who gave an overview on the completed Career Center Road box culvert project and the change order. Mr. Mulholland apologized to the Village on the lack of communication from their office that the Village wasn't informed of the need for a change order that had to occur quickly to finish the project. He went over the items that needed to be changed or added along with costs from the contractor Kankakee Valley Construction Company. A breakdown and explanation was given on the 19.13% cost increase from the budgeted amount (on Board Docs).

Trustee Angie Serafini arrived at 4:07 PM.

Finance Committee accepted the change order and legislation will be created at an upcoming meeting.

Discussion: B. October Operating Results

> Mrs. Latz informed the Board the quarterly bank balances are available for review (on Board Docs).

> Mrs. Latz provided information on the October results for FY23, 6 months into the fiscal year (on Board Docs).

Revenues:

> Tax revenue, we have received 99% of property tax; License revenue is behind, it will mostly come in April for liquor licenses; Fine revenue is slightly behind; Reimbursement revenue is high due to receiving our second disbursement of  ARPA funds; Franchise revenue is paid quarterly, which will catch up; Permit revenue continues to be strong; and Miscellaneous revenue is high due to receiving the Campus Bond proceeds (which is backed out to see true revenues).

Revenues $7,713,307.34

Expenditures:

> Mrs. Latz went over expenses explaining each department is currently under budget except for Parks is high now, but will tame down going into the winter season. Capital section we back out the one-time items for prior bond issues, where funds have been used on park improvements, extended road programs, and using ARPA funds on items or projects.

Expenditures from FY23 are $6,835,777.46

Revenues over expenditures is $877,529.88

Discussion: C. Harbor House Donation Request

> Mrs. Latz stated we received a request for donation from Harbor House - we have been donating a small amount, about a $100 per year for a few years now.

Finance Committee agrees to donate $100 to Harbor House.

Discussion: D. Other

> Ms. Cyr went over the sidewalk removal and curb improvement request on Route 102 from Plum Creek to Route 45 area. Ms. Cyr stated she requested IDOT to put the sidewalk replacements in their bid and they said no, it's outside of their scope. We still want to move forward with removal and replacement of new sidewalks to fix tripping hazards on Route 102 since work will be occurring on the roads. A cost estimate was provided to get a permit through IDOT. The estimate is $128K, we budgeted $180K from the $5M bond proceeds.

Finance Committee agrees to move forward with legislation for the next Regular Board meeting on Monday, December 5, 2022, and gave approval to go out for bid once approved.

> Mayor Schore asked the Board to set up the historical display on Thursday, December 1 at 4:30 PM.

> Trustee Fischer gave a recap about the shed that was built over at Public works. It was budgeted at $25,000, once it was completed the total costs came in at $31,285.04. In addition, there were multiple invoices that were originally coded to the shed project that were requested by PW to change to streets/drainage coding, they were due to concrete that was tore out and poured which cost $10,622, so therefore this project went almost $17,000 over the budget.

> Chief Phelps gave an update on generator issues at the Police department.  They have been videoing the generator twice a week and sending it to the technician on the start up, which is in addition to once a week, this way it was running with more frequency to see if it was a gas flow issue, if that's why it continues failing to start. The technician is speculating there is a secondary gas flow valve that is malfunctioning.  The cost to swap out the old piece is $150, plus an hour labor. Next course of action is to get the manufacturer (Patton) involved.

> Trustee Littrell questioned at Stone Mill Park if there is going to be a bench put in? Ms. Cyr stated there will be a 20 x 20 pavilion which will be put in eventually, no bench at this time, maybe at a later date.

Action, Procedural: A. To discuss collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees as allowed by 5 Ill. Comp. Stat. Ann. 120/2.

Comp. Stat. Ann. 120/2 at 4:30 PM.

Final Resolution: Motion Carried

Motion by Trustee Jeff Keast, second by Trustee Angie Serafini to exit the Closed Session and return to the Finance Meeting at 4:38 PM.
