The meeting was called to order by Mayor Timothy Nugent. Roll call by the Village Clerk. Public Participation: None
The Village Administrator, Chris LaRocque, gave a presentation on the Village of Manteno's 2022 Tax Levy request. The Village is not required to hold a public meeting if the request is under 5%, but the Village has always chosen to have a public meeting to be transparent on the process.

There was 1 resident present at the meeting. There were no questions. The presentation will be made available online at the Village of Manteno website. The 2022 Tax Levy will be voted on for approval in the regular board meeting of the Village Board following this meeting.

The meeting was called to order by President Timothy O. Nugent. Roll call by the Village Clerk followed the Pledge of Allegiance.
Motion by Crockett seconded by Gesky to waive the reading of the minutes and approve the Regular Board Meeting minutes of November 21, 2022, as presented by the Clerk.

Reports of Village Officials:
Village President's Report: Timothy Nugent
Swearing in of Sergeant Christopher "CJ" Reynolds and presentation by Chief Swinford Letter of appreciation from Christmas Day, Inc. for the support the Village has given them. They will once again serve dinner on Christmas day at the Leo Hassett Community Center for anyone who has nowhere to go for Christmas. Volunteers are welcome and can call 815-614-2697 to sign up.
We want to thank Sarah Marion for another successful Santa/Main Street Lighting event that was held on Saturday December 3rd. Events included Santa coming to town, a business walk, lighting of Main Street, carolers, dancers, and presentation of the trees in the Square. The Public Works department did a great job of lighting the town for Christmas. Everything turned out wonderfully and hope everyone enjoyed it.
Village Administrator's Report: Chris LaRocque
Checks for the property tax rebate went out last Friday. Eligible residents should be receiving their checks from the Village of Manteno this week. If you do not receive it by end of week, please call the Village Hall.

Payment of bills $1,012,063.45 including TIF #1 - $632.50
Bills authorized and Paid between Board Cycle: $934,950.69 (Property Tax rebates) and $44,269.73 (health/dental/life insurance)
Ordinance 22-15 - An Ordinance for the Levy and Assessment of Taxes on Real Property for all purposes of defraying expenses for all Corporate Purposes for the Village of Manteno, Kankakee County, Illinois, for the Fiscal Year commencing on May 1, 2022, and ending on April 30, 2023. Each year in December, the Village determines what amounts are needed to fund Village services and expenses via the levy process. This levy determination is an integral part of that process and is critical to partially funding those needed revenues. This year again, the Village stayed well below the 5% cap with a rate increase of 1.75%. Even though a public hearing is not required based on the amount of the rate increase, this Board insists on having the hearing to keep the public informed.
The next Finance meeting will be held Wednesday December 14, 2022, at 7:00 am at the Village Board Room.

Final Comments:
Trustee Boyce: Good work by Sarah, Public Works on Saturday's events. Made the night look spectacular!
Trustee Martin: I heard compliments on Saturday night events and that some had already received their check for the tax rebate
Trustee Dole: Don't want to leave Ryan Marion out, as well as the Police and Fire Departments who all helped to get things done for the events on Saturday.
Trustee Crockett: Congratulations to CJ on his promotion! Great job.
Trustee Gesky: Agree with others and a shout out to the 8th grade girls' basketball team who are making another run to go to state. They will be playing at the Manteno grade school gym on Wednesday night at 6:30 pm.
Trustee Phillips: Congratulations to Sgt. Reynolds! Jimmy, good job! We were jammed pack with people on Saturday night.
