Village of Bourbonnais Board of Trustees met March 6.

Here are the minutes provided by the board:

1. CALL TO ORDER

Meeting called to order at 5:30 PM by Village President Paul Schore

Procedural: A. Pledge of Allegiance - Led by Kaden Ramirez a 4th grade student at St. Paul's Lutheran School.

Procedural: B. Roll Call - Village Deputy Clerk Margie Beach

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Randy King, Trustee Jeff Keast, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn and Administrator Mike Van Mill. Absent: Trustee Rick Fischer, Trustee Jack Littrell and Village Clerk Brian Simeur.

> Mayor Schore asked the Board to allow him to move up Agenda Item 15 A in the meeting - Proclamation No. 23-348.

15. VILLAGE PRESIDENT'S REPORT - Paul Schore

Action, Proclamation: A. PROCLAMATION NO. 23-348 - Honoring the Bourbonnais Upper Grade Cheerleaders - Moved ahead in the meeting.

> Mayor Schore introduced the Bourbonnais Upper Grade Center Cheerleaders who won 2nd Place at the State Championship in small routine.

Motion by Trustee Jeff Keast, second by Trustee Randy King to read Proclamation 23-348 in its entirety.

Motion Carried

> Following the reading by Deputy Clerk Beach, Mayor Schore congratulated the cheerleaders for all their hard work, thanked the coaches for all their efforts, and the parents for all they do for their children to be able to participate.

Motion by Trustee Randy King, second by Trustee Angie Serafini to adopt Proclamation 23-348.

Motion by Trustee Jeff Keast, second by Trustee Bruce Greenlee to approve the Regular Board Meeting Minutes from February 21, 2023, as presented.

Motion by Trustee Bruce Greenlee, second by Trustee Randy King to approve payment of the general and special fund bill list as presented.

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Action, Ordinance: A. ORDINANCE NO. 23-2377 - An Ordinance Authorizing the Sale of Surplus Personal Property of the Village of Bourbonnais, Kankakee County, Illinois (FIRST READING)

> Following the first reading by Deputy Clerk Beach, Public Works Superintendent Terry Memenga explained this Ordinance is requesting to sell surplus trailers at Public Works.

Action, Resolution: B. RESOLUTION NO. 23-1517 - A Resolution Approving Travel & Registration Expenses for Patrolman Cox to Attend the DARE Officer Training

Motion by Trustee Angie Serafini, second by Trustee Randy King to read Resolution 23-1517.

Final Resolution: Motion Carried

> Following the reading by Deputy Clerk Beach, Chief Phelps explained this Resolution is requesting approval to pay travel and expenses for Officer Andy Cox to attend the DARE Training Certification class at Fort Dodge, IA.  We are on a stand by list, so not guaranteed attendance yet.

Motion by Trustee Angie Serafini, second by Trustee Bruce Greenlee to adopt Resolution 23-1517.

Information: C. Administration Committee

> Trustee Serafini announced the Annual Easter Egg Hunt will occur on Saturday, April 1 at 10:00 AM at Perry Farm. A free event for ages 10 and under, no registration is required, and information can be found on the Village website.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair

Information: A. C&ED Committee

> Trustee Keast gave an update from the Building Department:

> Currently we have 72 issued permits compared to 46 last year, and we just had our first new home permit issued this past month.

> Valuation is very high due to the Village Green project compared to last year.

> Reminder we will be holding a Community & Economic Development Meeting on Wednesday, March 8 at 3:30 PM.

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Information: A. Police Committee

> Trustee Greenlee stated the Patrol Polar plunge for Special Olympics fundraiser was a huge success with Officer Garcia raising over $7,800. Thank you to all who participated, attended and donated to a great cause.

 10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Information: A. Public Works Committee

> Trustee King requested Superintendent Terry Memenga to give an update on Public Works:

> Stonemill Park is moving ahead, we just finished all the concrete work, a table has been installed, grading and seed will occur once the weather is better.

> Mill Pond project is progressing, we replaced the drain pipe under the road and still need to finish catch basins.

> Friday's snow event went well. We used 120 tons of salt, completed about 75 man hours with straight time and overtime, with mileage and fuel it cost about $15,600 in expenses. The crew did a great job and everyone was home by 11:30 PM.

Information: B. Mayor Updates

> Mayor Schore thanked all those who attended the informational Open House meeting last week in regard to the Sales Tax Referendum that will be on the April ballot.  We will be hosting another open house on Wednesday, March 29 at 5:30 PM.

> Mobile Senior Safety fair hosted by States Attorney Jim Rowe occurred last Friday at Bickford Senior Living.  Mayor Schore thanked all those who participated and attended. Deputy Chief Dave Anderson presented on behalf of the Police Department. The next Senior Fair will be held on June 15, 2023 at Quality Inn from 9:00 am until 1:00 pm, it is free to attend, registration is required due to having a free lunch and door prizes. Procedural: A. Public Comments

> Resident Joe Frazier who lives on Highpoint Circle near the nuisance house, thanked the Police department for installing cameras in that area. Neighbors have definitely seen an improvement in the behavior and actions that have occurred at that home.

19. EXECUTIVE SESSION

Action, Procedural: A. Enter into Executive Session to discuss the purchase or lease of real property for the use of public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired Section 2 of the Act as allowed by 5 ILCS 120/2 (c)(6).
