Bradley Public Library District Board of Trustees met March 15.

Here are the minutes provided by the board:

President Bayer called the meeting to order at 6:05 p.m.

Trustees Present: Nickolas Allen, Karen Bayer, Lucson Edme, Ellie Rorabaugh

Trustees Absent: Madonna Benoit

Also Present: Jodie DePatis, Director, Marie Cowden, Recording Secretary, Brandon Hawkins, (prospective trustee), Jessica Trudeau (prospective trustee)

APPOINTMENT OF BOARD MEMBER: Tabled until April 2023 meeting

APPROVAL OF MINUTES:

Trustee Allen made a motion to accept the minutes of the February 15, 2023 Regular Library Board meeting. Trustee Rorabaugh seconded the motion and motion carried by unanimous vote.

PUBLIC COMMENT: None

FINANCIAL REPORT AND APPROVAL OF VENDOR PAYMENTS:

Trustee Bayer made a motion to accept the Treasurer’s Report as submitted and to accept Vendor Payments in the amount of $30,552.80 for the month of February 2023. Trustee Edme seconded the motion. Motion carried by roll call of 4 ayes, 0 nays, 1 absent.

DIRECTOR’S REPORT:

Director DePatis stated the following:

• Grants: We were awarded $6,258.36 through FEMA/IEMA for COVID mitigation costs. The check should arrive in 8-10 weeks.

• Programs: Our 1st Tiny Art show is currently on display with judging by a local artist next week and community judging going on now. The program was a success with 69 participants. Say Yes to the Prom Dress is set for March 25 & 26 and April 1 & 2. First Friday seed packet give-aways in partnership with the University of Illinois Extension Office are beginning in April, and the chicken eggs will be arriving on April 18. They take about 21 days to hatch. Bradley 3rd graders have scheduled Library field trips for April. Summer lunches will be served Monday-Friday from 11:30am-1:00pm beginning June 5 through August 11. Summer Food Pantries with Northern Illinois Food Bank have been set for July 6, July 27, and August 14 from 5-6:30pm. Seven Narcan kits were given out.

• Legal: Illinois is the first state to consider an anti-book banning policy with House Bill 2789 drafted by Secretary of State Alexi Giannoulias. HB2789 requires libraries to have anti-book banning policies or adopt the ALA Bill of Rights to receive State grant funds. BPL has already adopted the ALA Bill of Rights as part of our library policies.

• Building & Maintenance: The VCT was cleaned and waxed by Brite Swipe on February 18 and 19.

• Technology: Biblioboard had 478 yearbook views in January.

COMMITTEE REPORTS: None

UNFINISHED BUSINESS:

• Statement of Economic Interests: Trustee Bayer reminded trustees to complete Statement of Economic Interests by deadline of May 1, 2023.

NEW BUSINESS:

• Decennial Committees on Local Government Efficiency Act: Director DePatis distributed information on Compliance with the Decennial Committees on Local Government Efficiency Act to Trustees. She explained details needed to comply and stated that a written report with recommendations would be filed with the county upon completion of the required committee meetings. Discussions will begin at the upcoming April Board meeting.

EXECUTIVE SESSION:

• Selection of a person to fill a public office: At 6:36 p.m. Trustee Bayer made a motion to go into Executive Session for the purpose of discussing the selection of a person to fill a public office. Trustee Allen seconded the motion. Motion carried by unanimous vote. At 6:42 President Bayer declared Executive session concluded and meeting returned to open session.

Trustee Rorabaugh made a motion to select Brandon Hawkins as new Trustee and Nick Allen seconded. Motion carried by roll call of 4 ayes, 0 nayes, 1 absent.

COMMUNICATIONS/CORRESPONDENCE: None

ADJOURNMENT:

At 6:46 p.m. Trustee Allen made a motion to adjourn. Trustee Edme seconded the motion and motion carried by unanimous vote.

The next regularly scheduled board meeting will be Wednesday, April 19, 2023 at 6:00 p.m.
