1. CALL TO ORDER

The meeting was called to order at 5:30 PM by Village President Paul Schore

Procedural: A. Pledge of Allegiance led by Weston Banter a 4th grade student from St. Paul's Lutheran School.

Procedural: B. Roll Call - Village Clerk Brian Simeur

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe and Administrator Mike Van Mill. Absent: Attorney Patrick Dunn

2. APPROVAL OF MINUTES

Action, Minutes: A. Regular Board Meeting Minutes from March 6, 2023

Motion by Trustee Rick Fischer, second by Trustee Jeff Keast to approve the Regular Board Meeting Minutes from March 6, 2023, as presented.

Motion by Trustee Rick Fischer, second by Trustee Randy King to approve payment of the general and special fund bill list as presented..

Action, Ordinance: B. ORDINANCE NO. 23-2378 - An Ordinance Approving and Ratifying a Request for Change Order Dated February 18, 2023 to the Bourbonnais Village Green Johnson Downs Job #22183 (SECOND READING)

Motion by Trustee Rick Fischer, second by Trustee Jack Littrell to read Ordinance 23-2378 by title only.

> Following the second reading by Clerk Simeur, Finance Director Tara Latz explained this change order is to furnish and install excavation reinforcing and concrete for structural design changes to light pole foundations. There are 96 light poles planned in our Community Campus project. They have not been put up yet, the ones that were planned for had smaller bases and we found out that we need the larger bases. A change from the original plan to the larger bases will cost $40,538.

> Trustee King noted that approval should not be granted on the 5-day extension request of finishing this project as noted in the change order request, only the expenditure amount should be approved and the Ordinance doesn't state that.

Motion by Trustee Rick Fischer, second by Trustee Angie Serafini to have Mayor Schore discuss with the contractor that the Village will not approve the request of 5 additional work days on this change order request.

Action, Ordinance: A. ORDINANCE NO. 23-2377 - An Ordinance Authorizing the Sale of Surplus (Public Works Trailers) Personal Property of the Village of Bourbonnais, Kankakee County, Illinois (SECOND READING)

Motion by Trustee Angie Serafini, second by Trustee Rick Fischer to read Ordinance 23-2377.

> Public Works Superintendent Terry Memenga stated this Ordinance is requesting to sell three surplus trailers from Public Works and put them on an auction site.

Motion by Trustee Angie Serafini, second by Trustee Randy King to adopt Ordinance 23-2377.

Information: B. Administration Committee

> Trustee Serafini reminded residents the Annual Easter Egg Hunt will be occurring on Saturday, April 3, 2023 at Perry Farm at 10:00 AM for children 10 and younger, and that this is a free event. Information can be found on the Village website.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair

Action, Ordinance: A. ORDINANCE NO. 23-2379 - An Ordinance Amending the Zoning Classification of StoneMill Farms Subdivision (FIRST READING)

> Following the first reading by Clerk Simeur of Ordinance 23-2379, Mr. Van Mill explained last year the Zoning Board of Appeals considered rezoning StoneMill Farms subdivision from Multi-family to R2 Single-family residential. It is being developed as a single family development, and we need to bring that zoning classification in line with the actual uses in this subdivision. This classification will be reflected on the new 2023 Zoning Map to be approved.

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

Information: A. Police Committee

> Trustee Greenlee stated Chief Phelps informed him a new experienced Police Officer will be starting next week. Also, interviews are being held for entry-level positions this week on Tuesday and Wednesday March 21 and 22, to fill the other open position.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Action, Resolution: A. RESOLUTION NO. 23-1518 - A Resolution for the Closure of Certain Streets in the Village of Bourbonnais for the Bourbonnais Friendship Festival Children's Parade

Motion by Trustee Randy King, second by Trustee Jeff Keast to read Resolution 23-1518.

> Mayor Schore stated this process needs to be done since we are closing down a State Highway - Route 102 and IDOT needs to give the Village approval.

> Trustee King announced brush pick starts this week on March 22 in Area 1. See the Village website for the brush pick up calendar and map.

Public Works Superintendent Terry Memenga gave an update on Public Works:

> Since it's been a mild winter they stayed busy getting storm drainage work done; Mill Pond restoration is almost complete; Repairing about a dozen or more back and curb storm line failures; Street sweeper is out, and cold patching has started as well.

11. UTILITY COMMITTEE - Trustee Jack Littrell, Chair

> Trustee Littrell stated a Committee meeting was held last Wednesday, approving minutes and discussed utility business when we owned the sewer system.

15. VILLAGE PRESIDENT'S REPORT - Paul Schore

Information: A. Mayor Updates

> Mayor Schore announced a second informational Open House will be held on Wednesday, March 29 from 5:30 - 7:00 PM in the Community Room regarding the upcoming Sales Tax Referendum that will be on the April 4th ballot. The Village is asking residents to decide if local sales tax should be increased by one percent from its current rate. If the referendum is approved, funds collected would provide property tax rebates to single-family, owner-occupied homeowners on the municipal portion for their tax bill for at least 10 years.

> Early Voting will only take place at the Kankakee County building at 189 E. Court Street.

18. PUBLIC COMMENTS

Procedural: A. Public Comments

> A newer resident who lives on Summerfield Lane addressed the Board about concerns he has in regard to surveyors on his property without permission. He is also upset with a neighbor who is not following codes in regard to having a commercial dumpster on the side of his garage and also has his work vehicle truck and trailer in his driveway that blocks the public sidewalk in the cul de sac. The neighbor is also storing a boat behind the shed without a cement pad per code. Has spoken with the Code Officer in the Village, but nothing is being done. Mayor Schore asked the Director of the Code Department Paul Hafner to talk with the resident after this board meeting.
