Here are the minutes provided by the board:

1. CALL TO ORDER

Meeting called to order at 5:30 PM by Village President Paul Schore

Procedural: A. Pledge of Allegiance led by Allison Moran a 3rd grade student at Bishop McNamara Bourbonnais Campus School.

Procedural: B. Roll Call - Village Clerk Brian Simeur

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini.  Also in attendance, Treasurer Ron Riebe and Attorney Patrick Dunn.  Absent: Administrator Mike Van Mill

2. APPROVAL OF MINUTES

Action, Minutes: A. Regular Board Meeting Minutes from March 20, 2023

Motion by Trustee Rick Fischer, second by Trustee Angie Serafini to approve the Regular Board Meeting Minutes from March 20, 2023 as presented.

> Mayor Schore was granted permission from the Board to move Agenda Item 15 A - Proclamation 23-349 up in the meeting.

15. VILLAGE PRESIDENT'S REPORT - Paul Schore

Action, Proclamation: A. PROCLAMATION NO. 23-349 - A Proclamation Honoring the Bradley-Bourbonnais High School Unified Basketball Team State Champions

Motion by Trustee Rick Fischer, second by Trustee Jeff Keast to read Proclamation 23-349 in its entirety.

> Following the reading by Clerk Simeur, Mayor Schore asked the Coach to introduce the BBCHS Unified Basketball State Champs.  Mayor Schore congratulated the team on their first place finish at State, commended them on their hard work, and thanked the coaches and parents for all they do for their students and children.

Action, Reports: A. Planning Commission Report - Case PV23-0001: Variance to allow an increase in the size of a detached accessory structure. Applicant: Gene & Carolyn Bass

> Community & Development Technician Mrs. Goodrich summarized the Planning Commission's report on Case PV23-0001. After the review of findings and facts, the Planning Commission voted 3-2 denying the increase of a detached accessory structure (on Board Docs).

Motion by Trustee Rick Fischer, second by Trustee Angie Serafini to concur with the Planning Commission's findings reports and take it under advisement.

Motion by Trustee Rick Fischer, second by Trustee Angie Serafini to approve payment of the general and special fund bill list as presented.

7. ADMINISTRATION COMMITTEE - Trustee Angie Serafini, Chair

Action, Resolution: A. RESOLUTION NO. 23-1520 - A Resolution Approving Travel, Meal and Lodging Expenses for Paul Schore, Mike Van Mill and Laurie Cyr to attend the ICSC Conference May 21-24, 2023

Motion by Trustee Angie Serafini, second by Trustee Jack Littrell to read Resolution 23-1520.

> Following the reading by Clerk Simeur, Mayor Schore gave an overview on said Resolution, stating this is the International Conference for Shopping Centers, the largest annual conference in the US, where they can meet with retailers, hotel groups and development groups to discuss opening businesses in the Village.

Motion by Trustee Angie Serafini, second by Trustee Jack Littrell To adopt Resolution 23-1520.

> Trustee Serafini thanked all who volunteered for the Easter Egg hunt and thanked residents for attending on that cold Saturday morning.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair

Action, Ordinance: A. ORDINANCE NO. 23-2379 - An Ordinance Amending the Zoning Classification of StoneMill Farms Subdivision (SECOND READING)

Motion by Trustee Jeff Keast, second by Trustee Randy King to read Ordinance 23-2379.

> Following the second reading by Clerk Simeur, Attorney Dunn gave an overview on said Ordinance explaining the entire subdivision will be rezoned from R5 multi-family to R2 single-family homes.

Motion by Trustee Jeff Keast, second by Trustee Jack Littrell to adopt Ordinance 23-2379.

> Trustee Keast gave an update from the Building Department:

> Currently we have just one new home permit issued this year.

> 138 permits have been issued so far which is 15% higher than last year, and valuation is high due to the Village Green project.

> Building Commissioner Paul Hafner will present at an upcoming Community & Economic Development Meeting on new permit reporting that is available from our accounting program.

9. POLICE COMMITTEE - Trustee Bruce Greenlee, Chair

> Trustee Greenlee asked Deputy Chief Anderson to provide an update on the eligibility list for new officers:

> Posted the final initial eligibility list today - 8 names, and we are conducting background checks on the top 3, hoping they can make the Academy that begins May 7 in Decatur, otherwise the next Academy is in September.

> Picking up a new squad car this week in Matteson.

10. PUBLIC WORKS COMMITTEE - Trustee Randy King, Chair

Action, Resolution: A. RESOLUTION NO. 23-1521 - A Resolution for Maintenance of Streets and Highways by Municipality under the Illinois Highway Code

Motion by Trustee Randy King, second by Trustee Jeff Keast to read Resolution 23-1521.

> Following the reading by Clerk Simeur, Attorney Dunn gave an overview on said Resolution, which sets the spending limit for the MFT program for improvements to roads in the Village by the Illinois Department of Transportation.

Information: C. Mayor Updates

> Thank you to all that attended the informational Open House that was held last Wednesday in regard to the 1% proposed Non-Home Rule Sales Tax & Property Tax Rebate program. Any questions please call the Village Administration Office at 815-937-3570.

> Election Day will be Tuesday, April 4, 2023, polls are open from 6:00 AM to 7:00 PM. Visit Kankakee County Clerk's website for voting location information or call 815-937-2990.

> Seasonal yard waste pickup has been reinstated for residents weekly by Republic Services on your regular garbage day. Yard waste stickers need to be put on garbage cans which are available at the Admin Office, or you can rent a yard waste container from Republic Services.

> Looking for seasonal help - resumes are currently being accepted for Public Works, job description is available on the Village of Bourbonnais website along with the application process.

> IDOT update - 1) IL Route 50 & Armour Road utility construction relocation continues, and the finish date has been pushed back; 2) Armour Road bridge replacement project over CN Railroad tracks the contractor is making adjustments to the construction change in the pier drilled shafts, the new progress schedule still needs to be created; and 3) IL Route 102 from Will County line to US 45/52 milling and resurfacing, signal mast arm replacement work has resumed, drainage work as well for ADA will be starting soon through the summer.
