Village of Herscher Board of Trustees met May 1.

Here are the minutes provided by the board:

Village President Shannon Sweeney called the meeting to order with the Pledge of Allegiance to the Flag. The following Trustees were present: Jacob Wagner (zoom), John Branz, Bob Voss, Andy Cotter, Skip Grigas and Mike Bruner. Also, present Village Clerk Heather Meredith, Deputy Clerk Vannessa Weaver, Police Chief Chad Scanlon, Public Works Employee Keith Witheft, Village Attorney Chris Bohlen, Janet Mau from Herscher Pilot, Village residents Gayle Landeck and Jeremy Bauer.

Bob Voss moved to approve the Regular minutes of April 17, 2023; John Branz seconded. Motion carried. 5-0-1 Jacob Wagner abstained since he was absent at the last meeting.

Bob Voss moved to approve the Executive minutes of April 17, 2023; John Branz seconded. Motion carried. 5-0-1 Jacob Wagner abstained since he was absent from the last meeting.

OLD BUSINESS:

John Branz presented the Accounts Payable Report totaling $107,707.50 to the Board for payment. John Branz moved to accept the accounts payable as presented. Mike Bruner- seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, John Branz-aye, Skip Grigas-aye, and Bob Voss-aye. All in favor; motion carried.

Payroll presented totaled $16,819.20. John Branz moved to accept payroll as presented, Skip Grigas - seconded. Roll call taken Jacob Wager aye, Skip Grigas-aye, Mike Bruner-aye, Andy Cotter-aye, Bob Voss-aye, and John Branz-aye. All in favor; motion carried.

John Branz added:

-Moved another $100,000 from the General Fund Cash at SBH to the General Fund funds at the Illinois Funds

-An update on the FY 23-24 Budget. It is about 99% done. Once April is in balance, then we can establish fund balances for the end of Fiscal Year and carry those balances forward to the beginning of the new Fiscal Year.

-Passing out updated Salary Schedule for FY23-24

-Just a reminder regarding the Budget Performance report. Once the Budget Performance is passed out for April, we cannot print new ones for the new Fiscal Year until after FY 22-23 is closed in the accounting system which is after the audit is completed and the adjusting entries have been posted.

-The Illinois Funds rate today is 4.992%

Mike Bruner moved to approve the promotion of officer Kurt Quick to Full time. Skip Grigas Seconded. Roll call taken Jacob Wager aye, Skip Grigas-aye, Mike Bruner-aye, Andy Cotter-aye, Bob Voss-aye, and John Branz-aye. All in favor; motion carried.

Village President Sweeney thanked John Branz and Bob Voss for the service and hard work done for the Village. He states the Village is in great shape.

Motion to adjourn Sine Die by John Branz. Seconded by Bob Voss. All in favor, motion carried. 7:10pm

Village Clerk Heather Meredith swore in Village Trustees: Mike Bruner, and Jeremy Bauer.

Village President, Shannon Sweeney called the meeting to order at 7:13 pm with the following Trustees present: Jacob Wagner (Zoom), Jeremy Bauer, Skip Grigas, Andy Cotter, and Mike Bruner, Also present: Village Clerk Heather Meredith, Police Chief Chad Scanlon, Village Attorney Chris Bohlen, Public Works Employee Keith Witheft, Janet Mau from Herscher Pilot, and Village Residents John Branz , Bob Voss, Gayle Landeck.

Roll call taken: Village President Shannon Sweeney-present, Skip Grigas-present, Mike Bruner present, Andy Cotter-present, Jacob Wagner-present, Skip Grigas-present, and Jeremy Bauer-present.

Village President Shannon Sweeney asked for acceptance to appoint Gayle Landeck for the open Trustee position. Mike Bruner moved to approve the appointment of Gayle Landeck to the Trustee position. Skip Grigas seconded. Roll call taken: Mike Bruner-aye, Jeremy Bauer-aye, Jacob Wagner aye, Skip Grigas-aye, and Andy Cotter-aye. All in favor; motion carried.

Village Clerk Heather Meredith swore in new Trustee Gayle Landeck.

Mike Bruner moved to accept the recommendations by Village President Shannon Sweeney of appointments. Andy Cotter seconded. Roll call taken: Skip Grigas-aye, Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-aye, and Gayle Landeck-aye. All in favor; motion carried.

Village Planning and Zoning Board:

4-year terms

Renew John Wakey and Mike Mosier

Add Dan Peters to the Planning and Zoning Board as a new member

Mike Bruner moved to accept the appointments of the Village Planning and Zoning Board. Andy Cotter seconded. Roll call taken: Skip Grigas-aye, Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter aye, Gayle Landeck-aye, and Jeremy Bauer-aye. All in favor; motion carried.

STREETS:

Jacob Wagner moved to approve MFT work for FY 23-24. Skip Grigas-seconded. Roll call taken: Gayle Landeck-aye, Jacob Wagner-aye, Skip Grigas-aye, Jeremy Bauer-aye, Mike Bruner-aye, and Andy Cotter-aye. All in favor; motion carried.

Jacob Wagner moved to approve MFT Resolution #23-09 for FY 23-24 in the amount of $100,000. Mike Bruner-seconded. Roll call taken: Gayle Landeck-aye, Jacob Wagner-aye, Skip Grigas-aye, Jeremy Bauer-aye, Mike Bruner-aye, and Andy Cotter-aye. All in favor; motion carried.

Jacob Wagner moved to approve Rebuild Illinois Resolution #23-10 for FY 23-24 in the amount of $17,475.53. Andy Cotter-seconded. Roll call taken: Jeremy Bauer-aye, Jacob Wagner-aye, Skip Grigas-aye, Gayle Landeck-aye, Mike Bruner-aye, and Andy Cotter-aye. All in favor; motion carried.

Jacob Wagner moved to approve sidewalk replacement for 170 S Main and new sidewalks in the alley easement on Walnut Street across for the Herscher Townhouses in the amount of $4,500. Mike Bruner-seconded. Roll call taken: Jeremy Bauer-aye, Jacob Wagner-aye, Skip Grigas-aye, Gayle Landeck-aye, Mike Bruner-aye, and Andy Cotter-aye. All in favor; motion carried.

FINANCE:

Mike Bruner moved to authorize Jeremy Bauer as a signer on the bank accounts in addition to already approved signers himself, Sarah Andreina and Shannon Sweeney. Jacob Wagner seconded. Roll call taken: Jeremy Bauer-aye, Jacob Wagner-aye, Skip Grigas-aye, Gayle Landeck-aye, Mike Bruner-aye, and Andy Cotter-aye. All in favor; motion carried.

PARKS:

Andy Cotter said that the bleachers at Village Park are finished and look great. Andy added that the signs and bag holders for the new dog park are here ready to be installed. Village President Shannon Sweeney asked about what the plans are for landscaping and water at the newly finished dog park at

Pilot Park. Andy says he has some landscaping ideas such as trees, fake fire hydrants, possibly memorial pavers, he does not have plans to run water to the park anytime soon.

WATER AND SEWER:

Mike Bruner said we are waiting on quotes for the removal of the old water tower.

ORDINANCE:

Jacob Wagner said the new floors in the bathroom and back entry way will be installed tomorrow, we are still waiting for Slagels to get us an estimate for installation the Village Hall. Jacob was happy to announce the Zoning Book is now online. Jacob also said that the Planning and Zoning Board will meet at 6pm on May 15th before our Board Meeting. They will be holding a hearing for Special Use Permits for Solar Panels at Herscher Consolidated Unit School District # 2. Jacob is still working on getting the Welcome to Herscher sign South of town. He plans to put it in the grass area on the corner of South Park Road and South Street. He is working with Dave Roberts on the cameras still.

POLICE:

Skip Grigas moved to donate $100 to the 1 Pet 1 Vet (Buddy Check 22). Mike Bruner seconded. Roll call taken: Jeremy Bauer-aye, Gayle Landeck-aye, Mike Bruner-aye, Skip Grigas-aye, Jacob Wagner aye, and Andy Cotter-aye. All in favor; Motion carried.

OPEN TO THE FLOOR:

Village President Sweeney asked Attorney Bohlen about emails that John Branz has. Chris advised the emails be gone through and have his account set up to forward any new emails to Heather. Janet Mau asked if she could have a roster of the police officers.

Andy Cotter made a motion to hold the minutes of October 17, 2022, November 7, 2022, January 3, 2023, February 21, 2023, March 10, 2023, April 3, 2023, and, April 17, 2023. Mike Bruner seconded. All in favor, motion carried.

Motion to adjourn by Andy Cotter. Seconded by Skip Grigas. All in favor. Motion carried.
