Village of Bourbonnais Community & Economic Development Committee met May 10.

Here are the minutes provided by the committee:

1. Meeting Opening

Meeting called to order at 3:30 PM by Trustee Jeff Keast

Action, Procedural: A. Roll Call - Trustee Jeff Keast

Members Present: Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast and Trustee Jack Littrell (on Zoom). Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn, Administrator Mike Van Mill, Assistant Administrator Laurie Cyr, Finance Director Tara Latz, Deputy Chief Dave Anderson, Public Works Superintendent Terry Memenga, Assistant Public Works Superintendent Dave Herberger, Engineer Mike Gingerich (arrived at 3:38 PM) Community Development Technician Tyler Goodrich, and Admin Assistant Margie Beach. Absent: Mayor Paul Schore (arrived at 3:36 PM) Trustee Angie Serafini arrived at 3:36 PM.

2. Review & Approve Minutes

Action, Minutes: A. Community & Economic Development Committee Meeting Minutes from April 19, 2023

Motion by Trustee Rick Fischer, second by Trustee Randy King to approve the Community & Economic Development Committee minutes from April 19, 2023, as presented.

Final Resolution: Motion Carried

3. Community Development

Action, Discussion: A. Case PV23-0001: Zoning Variance to allow an increase of a detached accessory structure, in an R-1 Single-Family Residence, from 200 square feet to 400 square feet (Sec. 36-7-3e2 of the Village Code). Applicant: Gene and Carolyn Bass

> Trustee Keast stated he did go and looked at Case PV23-0001, and is in agreement to the increase of the accessory structure as requested along with the other Trustees that were present.

Community & Economic Development Committee agreed to allow an increase of variance for a detached accessory structure from 200' to 480', and legislation will need to be created for the next Regular Board Meeting May 15, 2023.

Action, Discussion: B. Case PV23-0002: Zoning Variance to allow a reduction of the front yard setback, in an R-2 Single-Family Residence, from 25 feet to 22 feet at 726 Deer Ln. [Sec. 36-10-1d (Table 10-2) of the Village Code]. Applicant: Bill White

> Mrs. Goodrich explained Case PV23-0002, Mr. White is asking to allow a reduction of the front yard setback from 25' to 22' at 726 Deer Lane so they can build a 1,650 sq. ft. ranch-style home, also stated the address will change to 2043 N. Summerfield Lane by moving the front of the house. This request was approved by the Planning Commission 5-0.

Mayor Paul Schore arrived at 3:36 PM

Trustee Angie Serafini arrived at 3:36 PM

Community & Economic Development agreed to allow this variance to happen along with the address change, and legislation will need to be created for an upcoming Regular Board meeting.

Discussion: C. Amendments to the Main Street TIF District Plan

> Tabled at this time.

Discussion: D. Case PR23-0001: Map Amendment to consider Rezoning from R-5 Multi-Family Residence to B-2 Corridor Commercial Business at 404 S Rivard Dr. Applicant: Village of Bourbonnais > Mrs. Goodrich went over Case PR23-0001 & PR23-0002 and Planning Commission agreed to change the zoning from R-2 to B-2 commercial to match the area of the comprehensive plan. This request was approved by the Planning Commission 5-0.

Community & Development Community Committee agrees to this zoning variance change and legislation will be created for an upcoming Regular Board meeting.

Engineer Mike Gingerich arrived at 3:38 PM.

Discussion: E. Case PR23-0002: Map Amendment to consider Rezoning from R-5 Multi-Family Residence to B-2 Corridor Commercial Business at 336, 352, and 368 S Rivard Dr. Applicant: Village of Bourbonnais

Community & Development Community Committee agrees to this zoning variance change as well, and legislation will be created for an upcoming Regular Board meeting.

Discussion: F. Planning Commission & Zoning Agenda - May

> Mrs. Goodrich gave an overview of the upcoming Planning Commission meeting for May on two cases: > Case PA23-0001 - A couple is requesting to annex into the Village to build a home at 1552 W 2250 Road North with a zoning of R-1.

> Case PA23-0002 - A text amendment requested by the Village to Chapter 36, Section 10-6 for the Zoning District Use Table regarding NAIC Code 711310 - allowing a Permitted Use in an R-7 Estate Zoning District for Promoters of Performing Arts, Sports and similar events with facilities.

Discussion: G. Boundary Agreement between Bourbonnais and Manteno

> Tabled at this time.

Motion by Trustee Randy King, second by Trustee Angie Serafini to adjourn the Community & Economic Development meeting at 3:43 PM.
