1. CALL TO ORDER

Meeting called to order at 5:30 PM by Village President Paul Schore

Procedural: A. Pledge of Allegiance - led by Nayeli Torres a fourth-grade student at Bishop McNamara Bourbonnais Campus School.

Procedural: B. Roll Call - Village Clerk Brian Simeur

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn, and Administrator Mike Van Mill.

Action, Information: A. Planning Commission Reports

> Assistant Administrator Laurie Cyr summarized the Planning Commission's report on Cases PV23-0002, PR23- 0001, and PR23-0002 (on Board Docs). After the review of the findings of facts for each case, the Planning Commission voted 5-0 approving the variance request and zoning changes on all three Cases.

Motion by Trustee Rick Fischer, second by Trustee Angie Serafini to accept the Planning Commission's findings of facts.

Action, Resolution: A. RESOLUTION NO. 23-1532 - A Resolution Approving Travel, Meal, and Lodging Expenses for Public Works Superintendent Terry Memenga to Attend the Public Works International Conference August 27-30, 2023

Action, Resolution: B. RESOLUTION NO. 23-1534 - A Resolution Authorizing the Acceptance and Approval of a Contract between the Village of Bourbonnais and the Fraternal Order of Police Labor Council Bargaining Unit 54-1 (Sergeants) for the Period May 1, 2022 through April 30, 2025

> Following the reading by Clerk Simeur, Attorney Dunn gave an overview on said Resolution, and gave the highlights to the contract between the Village and the Fraternal Order of Police Sergeants Unit. The Agreement states new modifications and terms regarding adding the Juneteenth holiday, clothing allowance increase, modified health insurance for all new hires, changes to the VEBA language on contribution amounts, an education line item for having a Master's Degree stipend, pay raises of 4%, 3% and 3% for the 3-year contract, longevity change adding 25+ years with a 2.75% longevity payment, and a pandemic payment using ARPA funds.

Action, Ordinance: C. ORDINANCE NO. 23-2384 - An Ordinance Amending Section 5.16 (Longevity Pay) of the Employee Handbook for the Village of Bourbonnais (SECOND READING)

Motion by Trustee Angie Serafini, second by Trustee Rick Fischer to have a second reading by title only on Ordinance 23-2384. Motion Carried

> Following the second reading by Clerk Simeur, HR Manager Sue Pranskus gave an overview on said Ordinance. This would change the policy in the handbook by increasing longevity pay for non-union employees to match the FOP Bargaining Agreements. This would be moving each level up by .5% in each of the categories.

Action, Ordinance: D. ORDINANCE NO. 23-2385 - An Ordinance Amending Section 3.21(F) (Insurance Coverage) of the Employee Handbook for the Village of Bourbonnais (FIRST READING) 

> Following the first reading by Clerk Simeur, Mrs. Pranskus gave an overview on said Ordinance. This would change parameters to the policy in the handbook for Village retirees, when and how they would remain eligible to continue on the Village's healthcare plan.

Action, Ordinance: E. ORDINANCE NO. 23-2386 - An Ordinance Authorizing the Sale of Surplus Personal Property of the Village of Bourbonnais, Kankakee County, Illinois (FIRST READING) 

> Following the first reading by Clerk Simeur, Mr. Memenga explained this is a request to put the Public Works 2014 F-150 locate pickup truck for auction with the Enterprise Rental program since we will be getting a new truck.

Motion by Trustee Angie Serafini, second by Trustee Bruce Greenlee to suspend the rules and have a second reading on Ordinance 23-2386 tonight. Motion Carried

Action, Ordinance: F. ORDINANCE NO. 23-2387 - An Ordinance Amending Chapter 4, Alcoholic Liquors of the Municipal Code of the Village of Bourbonnais, Illinois Creating the P Class License (FIRST READING) 

> Following the first reading by Clerk Simeur, Attorney Dunn gave an overview on said Ordinance. This will be creating a P Class liquor license which would allow the sale of all types of alcoholic liquors for packaged goods only, no consumption on site for Gas Stations and Convenience stores, there is a limit to the total square footage for the display of liquor sales, limitations on the hours, and sets the price for the license at $2,500 (on Board Docs).

> Trustee Serafini gave an update on the Community Garden at Jordan Park, we are accepting applications for those who would like to participate. Information is available on the Village's website or call the Administration office. 

> Trustee Serafini stated Cop on the Roof will be occurring Friday, May 19th at Dunkin Donuts in Bourbonnais from 5:00 AM to 2:00 PM accepting donations for Special Olympics.

> Village's Summer event lineup and sponsorship opportunities have been released, please visit the Village website for information.

8. COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE - Trustee Jeff Keast, Chair

Action, Ordinance: A. ORDINANCE NO. 23-2382 - An Ordinance Authorizing and Approving an Amendment to Development Agreement Between Curwick XI, LLC and the Village of Bourbonnais Concerning Lifestyles at Cobblestone (SECOND READING)

> Following the second reading by Clerk Simeur, Attorney Dunn stated there was a Development Agreement from several years ago with Curwick XI, LLC. The time has expired, so this Ordinance is authorizing an amendment to that Agreement extending the deadline to next year on the time frame due to the pandemic and economic reasons.

> Following the first reading by Clerk Simeur, Ms. Cyr gave an overview on said Ordinance. This variance request was presented at the March Planning Commission meeting and discussed and approved at a Community & Economic Development Committee meeting last week allowing a variance for an accessory structure at 514 Meadows Road South to exceed what is allowed by Ordinances.

Motion by Trustee Jeff Keast, second by Trustee Randy King to suspend the rules and have a second reading tonight on Ordinance 23-2388. Motion Carried

> Trustee Greenlee announced on Thursday, May 18, 2023 at the Kankakee Courthouse lawn at 11:00 AM there will be a Police Memorial Service for fallen Police Officers.
