City of Watseka City Council met May 23.

Here are the minutes provided by the council:

The City Council meeting was called to order by Mayor John Allhands at 6:30pm. Present were Aldermen Barragree, Marcier, Cahoe, Miller, Anderson, Muench & Alderwomen Rohlfs. Absent was Alderwoman Musk.

A Motion was made by Marcier, seconded by Miller to Approve the City Council Regular Meeting Minutes of April 25th, 2023. Motion passed 7-0.

Public Comment-None

Ordinances, Resolutions, Agreements & Proclamations

• Ordinance #2681-Authorizing and Providing for the Reissuance and Extension of a $1,000,000 General Obligation Taxable Note, Series 2019 of The City of Watseka, Iroquois County, Illinois

• Resolution #2023-4-Approving and Intergovernmental Agreement Between the City of Watseka and Village of Sheldon, Iroquois County, Illinois Pertaining to Administrative Adjudication of Ordinance Violations

Consent Agenda

A Motion was made by Anderson, seconded by Miller Ordinance #2681-Authorizing and Providing for the Reissuance and Extension of a $1,000,000 General Obligation Taxable Note, Series 2019 of The City of Watseka, Iroquois County, Illinois. Motion passed 7-0. Resolution #2023-4-Approving and Intergovernmental Agreement Between the City of Watseka and Village of Sheldon, Iroquois County, Illinois Pertaining to Administrative Adjudication of Ordinance Violations. Alderman Anderson asked how this got on the agenda without going through committee. City Attorney Cainkar explained this was his error he did not think about it going through committee first, he apologized he will get the information to the council. This was tabled.

Standing Committee Reports

• Finance, Legal and Audit

A Motion was made by Cahoe, seconded by Marcier to pay claims in the amount $328,329.99 Motion passed 7-0.

A Motion was made by Barragree, seconded by Rohlfs to Accept and Place on file the April Treasurer Report. Motion passed 7-0.

A Motion was made by Marcier, seconded by Cahoe Lee Excavating $64,450 DNR Properties at: 231 & 231 ½ W Park Ave., 215 W Locust, 129 W North St., 302 Park Ave., 527 N 5th, and 124 Brown St. Motion passed 7-0.

A Motion was made by Marcier, seconded by Cahoe Steve Cross TIF 4 Reimbursements 463 W Mulberry $1730.45 and 226 W Park $2535.26. Motion passed 7-0.

A Motion was made by Marcier, seconded by Rohlfs Budget Amendment, Alderman Marcier shared there were a few clerical errors is why this is back on the agenda. Motion passed 6-1 with Alderman Anderson abstaining.

• Public Works/Water Wastewater

Keith from Robinson gave a quick update on the Union Pacific Water Main Permit this should be done quickly $4,810.

• Public Safety-none

• Code Enforcement

A Motion was made by Miller, seconded by Marcier Façade Grant to the Pelligrinis for $4835. Motion passed 7-0.

A Motion was made by Miller, seconded by Muench Façade Grant to Faith Lutheran Church for $5,000. Motion passed 7-0.

A Motion was made by Miller, seconded by Anderson Façade Grants available for profit only businesses. Motion passed 7-0.

A Motion was made by Miller, seconded by Anderson 309 W Hickory bib from Lee Excavating for $8250 demolish the home. Motion passed 7-0.

A Motion was made by Miller, seconded by Rohlfs Lula B. Fox adopt the lot at 506 E Grant St. Motion passed 7-0.

Alderman Miller brought up that the Gas Depot wanted to plant flowers by the burm he advised them to check with the state before doing anything.

• Liquor Committee-None

• Personnel Committee-None

• Miscellaneous Business

A Motion was made by Marcier, seconded by Barragree Farmers Market Donation Request for $800.00. Motion passed 7-0.

Committee Assignments Vote-This will be next month there was an error.

Mayor Allhands shared they had a TIF meeting at 5pm tonight with Belmont, School, and the Park District to introduce why we want to extend. They will go back to their boards to see if they will support it. Penny’s Building has been acquired by the city, they had to do this to get anything done the city needed possession of it, there are repair concerns, and an engineering report needs done. The mayor is working on this is it worth rehabbing or demolishing. Alderwoman Rohlfs asked about a brainstorming session to bring new businesses in to downtown, something for the kids, seniors, and families. The council will have a brainstorming session in a committee meeting.

A Motion was made by Cahoe, seconded by Barragree to Adjourn at 6:57pm. Motion passed 7-0.
