Village of Manteno Public Safety Committee met July 19.

Trustee Dole called the meeting to order at 7:00 a.m.

A motion was made by Trustee Crockett, seconded by Trustee Dole, to approve the minutes of the June 14, 2023 as presented; motion carried by voice vote. All ayes, no nays.

No Public Participation

Items for Discussion: 

• Significant Case Updates – Chief Swinford gave an update on current cases 

o A possible child abduction at Heritage Park. The department has had previous contact with both the victims and the offender. The offender was arrested and is in custody.

• Personnel Update – 

o The next potential hire, Zachary Boeringa, has passed the background, polygraph, and psychological tests and is awaiting the physical portion of the process. He is a former Marine and lives just outside the village. Academy training will begin in September if he passes the physical portion.

o All supervisory staff from Manteno Police Department and Grant Park Police Department; personnel from Manteno, Grant Park and Momence schools and Manteno Fire Department participated in an active shooter training held at the community center. It was a two-day tabletop training. Chief Swinford stated it was an excellent training.

o The Safety Act was found constitutional and will take effect 9/14/23. The State’s Attorney will be having a training for police departments on the cash bail issue.

• PD Facility Update – The improvements to the building are continuing. A final walk through on the north end of the building was held last Friday. The first walk through for the south end of the building will be held next Friday. A potential open house could be held at the end of August or the first of September. Target completion date is August 17th.

• Damage/Vandalism Recap - Juveniles were identified via the camera system for damage done at Legion Park. They were issued an ordinance violation ticket of $100. Mayor Nugent would like to see costs covered by any offenders. The village will talk to the Village Attorney about increasing ordinance fine amounts to help cover costs incurred when damage is done.

A motion by Mayor Nugent and seconded by Trustee Phillips to adjourn the meeting at 7:21 a.m. Voice vote – all ayes.
