Village of Manteno Board of Trustees met Sept. 5.

Here are the minutes provided by the board:

The meeting was called to order by Village President Timothy Nugent, followed by the Pledge of Allegiance.

Roll call of the Board was made by the Village Clerk.

Motion by Phillips, seconded by Crockett, to waive the reading of the minutes and approve the regular Board Meeting minutes of August 21, 2023, as presented by the Clerk.

Motion approved: 5-0 Gesky absent

Public Participation: None

Public Hearing- Special Zoning Commission. Ryan Marion gave an overview of the changes to the provisions of Title 9, Chapter 12, Off Street Parking and Loading, Section 9-12-2, Off Street Parking General Requirements and Title 9, Chapter 13, Signs, Section 9-13-13, Residential Districts. As discussed at the Building & Zoning Committee meeting, this ordinance clarifies what’s allowed for off street parking and aligns the residential sign requirements with the current temporary sign ordinance. From time to time ordinances are reviewed and require further clarifications or slight changes to keep them in sync with other ordinances that apply. There was no one from the public present and no further questions from the Board. The Board will vote on the ordinance tonight. The Public Meeting was closed at 6:05 pm.

Village President’s Report: Mayor Nugent

• Proclamation – Manteno High School Class of 1963

• Block party request for White Tail Drive for September 9, 2023, starting at 3:00 pm. Request included residents signatures and addresses as support.

Motion by Dole to approve the Block Party Request for White Tail Drive for September 9, 2023. Seconded by Crockett. 5 Ayes 0 Nays Motion passed

Village Administrator’s Report: Chris LaRocque

• Community Open House & Ribbon Cutting for the new Manteno Police Department building on Saturday September 9, 2023, from 9:00 am to 12:00 noon.

Committee Reports:

Public Works- Trustee Boyce

Next Public Works meeting on Tuesday September 26, 2023, at 7:00 am Village Board Room

Parks and Recreation- Trustee Martin

Nothing on the agenda tonight.

• Jim Hanley gave an update on the Thies Park design. Bids will go out this month. Next Parks and Recreation meeting has been cancelled. Will schedule a meeting if needed.

Public Safety and Health- Trustee Dole

Nothing on the agenda tonight.

• School Bus Safety – reminder of passing laws when a school bus stopped and has the stop arm out with flashing lights

Planning and Zoning- Trustee Crockett

• Ordinance 23-06 - An Ordinance amending Title 9, Zoning, by changing Chapter 12, Off Street Parking and Loading Section 9-12-2, Off Street Parking General Requirements, and Chapter 13, Signs, Section 9-13-13, Residential Districts, of the Municipal Code of the Village of Manteno.

The next Planning and Zoning Committee meeting is scheduled for Tuesday September 26, 2023, at 7:00 am at the Village Board Room. The next Planning Commission meeting for Tuesday September 12, 2023, Village Board Room

Finance: Trustee Gesky, absent Covered by Mayor Nugent

• Payment of bills $71,609.40 (includes TIF #3 bills of $0)

• Bills authorized and paid between Board Cycle: $90,937.32

The next Finance meeting will be held Wednesday September 13, 2023, at 7:00 am at the Village Board Room.

General Government- Trustee Phillips

Nothing on the agenda tonight.

Mayor Nugent read the items to be included on the Consent Agenda.

Motion by Martin seconded by Boyce to take a single roll call vote on the question of passage of agenda items as designated for voting purposes on the consent agenda.

Motion by Dole seconded by Crockett to approve by an omnibus vote those ordinances, resolutions, motions, and orders contained on the consent agenda.

Motion Approved 5-0 Gesky absent

Motion by Boyce to adjourn at 6:18 pm. Seconded by Phillips
