The meeting was called to order by Village President Timothy Nugent, followed by the Pledge of Allegiance.

Roll call of the Board was made by the Village Clerk.

Motion by Dole, seconded by Martin, to waive the reading of the minutes and approve the regular Board Meeting minutes of October 2, 2023, as presented by the Clerk.

Reports of Village Officials:

Village President’s Report: Mayor Nugent

• Residents are encouraged to review the question/answer about the Gotion plant, which is located on the Village of Manteno website. Questions can be submitted online, or residents can call the Village Administrator. This way, everyone views the same information and questions are answered with the facts we know. Gotion will soon start the hiring process and is expected to start by the end of December 2023 and finalize by January 2025

Village Administrator’s Report: Chris LaRocque

• Reminder to residents of the property tax rebate to eligible homeowners within the Village of Manteno. The property tax rebate information is available online at the Village of Manteno website, along with the forms and the needed documentation to apply. The application and documentation must be turned in to Village Hall by 4:00 pm on October 31, 2023, to receive the rebate. Residents can call the Village Hall if they have any questions.

• The Camera Rebate Program is still available until December 31st, 2023, for Manteno residents who buy a security camera, and it has visibility of the street or alley by their residence. Residents can be reimbursed up to $100.00 to those meeting the eligibility guidelines. See the Village of Manteno website for additional information.

Committee Reports:

Public Works- Trustee Boyce

• Consideration RE: A motion to authorize the purchase of a Kubota RTV-X1100 from Alta Equipment, Orland Park, IL, for a cost of $44,201.26 (This is a Sourcewell price). This purchase was discussed at several committee meetings and after evaluating several different manufacturers, staff concluded this machine would best serve the uses needed by the Public Works department.

Next Public Works meeting on Tuesday October 24, 2023, at 7:00 am Village Board Room Parks and Recreation- Trustee Martin

• Consideration RE: A motion to award the bid for the Thies Park, Phase 1 Improvements to R & R Inc., Bradley, IL for a cost of $91,321.00. As discussed over the last few months at numerous meetings, the final plans for the new amenities to be built at Thies Park have been completed. This first phase award will allow for the underground and grading work to begin this fall. Phase 2, which includes the construction of all the amenities, will be put out for bid in the next month or so, with the intention of that work set to begin as weather allows in the spring.

Next Parks and Recreation meeting has been cancelled. Will schedule a meeting if needed. Public Safety and Health- Trustee Dole

Nothing on the agenda tonight.

• Trick or Treat hours will be from 5:00 pm until 7:00 pm on Halloween, October 31st. Children participating in the fun are encouraged to carry a flashlight, cross at the crosswalks and to wear bright or reflective clothing. Residents should put their porch lights on if they want to participate in giving out treats.

Planning and Zoning- Trustee Crockett

Nothing on the agenda tonight.

The next Planning and Zoning Committee meeting is scheduled for Tuesday October 24, 2023, at 7:00 am at the Village Board Room. The next Planning Commission meeting for Tuesday November 14, 2023, has been cancelled.

Finance: Trustee Gesky

• Payment of bills $928,420.05 (includes TIF #3 bills of $0)

• Bills authorized and paid between Board Cycle: $0

• Consideration RE: A motion to receive and place on file the Annual Treasurer’s Report for Fiscal Year 2022-2023 and authorize its publication. Each year the Village conducts an audit of our finances. The auditor from SKDO presented their findings at the September 18th Board meeting. This is the final step in that process.

The next Finance meeting will be held Wednesday November 8, 2023, at 7:00 am at the Village Board Room.

General Government- Trustee Phillips
