Village of Herscher Board of Trustees met Oct. 16.

Here are the minutes provided by the board:

Village President Shannon Sweeney called the meeting to order with the Pledge of Allegiance to the Flag. The following Trustees were present: Jeremy Bauer, Mike Bruner, Gayle Landeck, Skip Grigas. Jacob Wagner and Andy Cotter were absent. Also present, Police Chief Kurt Quick, Deputy Village Clerk Vannessa Weaver, Attorney Chris Bohlen, Public Works Keith Witheft, and Janet Mau from the Herscher Pilot. Herscher residents Joe and Lauren Ruel and Danielle LaFleur and Mike Karraker.

Jeremy Bauer moved to approve the Regular minutes of October 2, 2023; Gayle Landeck seconded. Motion carried. 4-0-1 Skip Grigas abstained since he was absent from the last meeting.

Gayle Landeck moved to approve the Executive minutes of October 2, 2023; Jeremey Bauer seconded. Motion carried. 4-0-1 Skip Grigas abstained since he was absent from the last meeting.

Mike Bruner moved to approve the Special Board minutes of October 2, 2023; Jeremy Bauer seconded. Motion carried. 4-0-1 Skip Grigas abstained since he was absent from the last meeting.

STREETS:

Jeremy Bauer let the Board know that the new cameras are being installed the following day. Mike Bruner let the Board know that there was an extra expense due to where one of the cameras was going and had to have a line dug for it.

FINANCE:

Mike Bruner presented the Accounts Payable Report totaling $33,127.88 to the Board for payment. Mike Bruner moved to accept the accounts payable as presented. Skip Grigas seconded. Roll call taken: Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-absent, Jeremy Bauer-aye, Skip Grigas-aye, and Gayle Landeck-aye. All in favor; Motion Carried.

Payroll presented totaled $19,156.05. Mike Bruner moved to accept payroll as presented, Jermey Bauer seconded. Roll call taken: Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-absent, Jeremy Bauer-aye, Skip Grigas-aye, and Gayle Landeck-aye. All in favor; Motion Carried.

Mike Bruner moved to approve an MFT Disbursement to Scanlon Excavating and Concrete Inc. in the amount of $36,500 for The sidewalks, curb and gutter on N Oak Street . Jeremy Bauer seconded. Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-absent, Jeremy Bauer-aye, Skip Grigas-aye, and Gayle Landeck-aye. All in favor; Motion Carried.

Mike Bruner added:

- The Regular Sales Tax from July is in at $30,515.43.

- The 1% Non-Home Rule Sales Tax is in from July at $10,625.17

- The Telecom Tax is in from July in the amount of $1,128.75.

- The Local Share of Income Tax collected in September is in at $26,357.54.

- The Local Share of the State Use Tax is in from July in the amount of $4,869.20.

- The Local Share of Cannabis Use Tax collected in September is in at $186.43.

- The Local Share of Video Gaming Tax collected in September is in at $2,128.39.

- The Personal Property Replacement tax is in at $19,827.71.

- The Illinois Funds Daily rate today was 5.53%

PARKS:

WATER AND SEWER:

Jeremy Bauer let the Board know that South Maple watermain had been connected to the new connection.

Jeremy Bauer let the Board know that Al Deany will start working on the water and sewer survey for South Elm. Jeremy Bauer motioned to approve Al Deany moving forward. Mike Bruner second. Roll taken: Jacob Wagner absent, Mike Bruner-aye, Andy Cotter-absent, Jeremy Bauer-aye, Skip Grigas-aye, and Gayle Landeck-aye. All in favor; Motion Carried.

Jeremy Bauer let the Board know that the Lift Station had maintenance done by the IEPA. Vannessa Weaver let the Board know that surveys from the IEPA were mailed to all residents that day.

ORDINANCE:

Nothing to Report

POLICE:

Skip Grigas made a motion for Trick or Treat hours October 31, 2023, from 4pm-6:30pm. Mike Bruner seconded. All in favor, motion carried.

OLD BUSINESS:

Nothing to report.

NEW BUSINESS:

Nothing to report.

OPEN TO THE FLOOR:

Herscher resident Lauren Ruel spoke more about Alliance Grain and that she spoke with Phil Mortiz and JB Daughenbaugh about improvements she feels are necessary.

Janet Mau asked if the Village would be doing a stick day again, Shannon Sweeney said he would speak to Jacob and let her know.

EXECUTIVE SESSION:

Mike Bruner made a motion to enter Executive Session (7:26pm) to discuss appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the Village of Herscher and potential Litigations. Also, to review the last 6 months Executive Minutes. Jeremey Bauer seconded. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-absent, Jeremy Bauer-aye, Skip Grigas-aye, and Gayle Landeck-aye. All in favor; Motion Carried.

Mike Bruner motioned to exit executive session at 7:39p.m. Skip Grigas seconded. All in favor motion carried.

Mike Bruner made a motion to hold the minutes of April 3, 2023, August 7, 2023, and August 21, 2023, and release the minutes of April 17, 2023. Skip Grigas seconded. All in favor, motion carried.

Motion to adjourn by Gayle Landeck. Seconded by Skip Grigas. All in favor. Motion carried. Vannessa Weaver, Village Clerk
