The meeting was called to order by Mayor Timothy Nugent.

Public Participation: None

We had a representative from the Kankakee County Board present, but no other representatives from the taxing districts present at the meeting. The Taxing districts invited were:

Manteno Public Library District

Village of Manteno Resident/Citizen

Manteno Township Board

Manteno Township Road Commissioner

Kankakee Community College

Township Tax Assessor

Manteno School District #5

Manteno Fire Protection District

Kankakee County Board

Village Administrator Chris LaRocque gave a slide presentation and summary of TIF and a review of the 2023 Annual TIF report, estimate of future revenues, update of current projects and discussion of future projects and priorities. Mr. LaRocque asked for any questions and received none. The presentation slides are available on the Village of Manteno website.

TIF Reports are available at the Village Hall and on the Village of Manteno's website.

The meeting was closed at 5:52 pm.

The meeting was called to order by Village President Timothy Nugent, followed by the Pledge of Allegiance.

Roll call of the Board was made by the Village Clerk.

Motion by Dole, seconded by Martin, to waive the reading of the minutes and approve the regular Board Meeting minutes of October 16, 2023, as presented by the Clerk.

Reports of Village Officials:

Village President's Report: Mayor Nugent

The Planning Commission meeting has been moved to November 21, 2023, at 6:00 pm at the Manteno Elementary School to accommodate room for everyone who wants to speak.

Village Administrator's Report: Chris LaRocque

The Property Tax Rebate program closed at 4:00 pm on October 31, 2023. The Village received 1549 applications, with 41 being denied. Letters were sent out to those who did not meet the criteria. The checks will be mailed the first week of December 2023.

Acknowledge and place on file the re-zoning application for 333 South Spruce Street, Manteno, IL. The meeting has been moved to the Manteno Elementary School on November 21, 2023, at 6:00 pm as previously covered by Mayor Nugent.

Planning and Zoning- Trustee Crockett

Nothing on the agenda tonight.

The next Planning and Zoning Committee meeting is scheduled for Tuesday November 28, 2023, at 7:00 am at the Village Board Room. The next Planning Commission meeting for November 21, 2023, will be at 6:00 pm and has been moved to the Manteno Elementary School.

Finance: Trustee Gesky

Payment of bills $190,597.73 (includes TIF #3 bills of $420.00)

Bills authorized and paid between Board Cycle: $51,328.84

The next Finance meeting will be held Wednesday November 8, 2023, at 7:00 am at the Village Board Room.

General Government- Trustee Phillips

Nothing on the agenda tonight.

Mayor Nugent acknowledged that there is only one action item tonight and will not need a consent agenda, so we will vote for the approval of payment of the bills.

Motion by Gesky to approve payment of bills in the amount of $190,597.73, which includes $420.00 in

TIF #3. Seconded by Crockett. Motion passed 6-0

Motion by Crockett to adjourn at 7:16 pm. Seconded by Gesky
