City of Gilman City Council met Nov. 13.

Here are the minutes provided by the council:

The regular meeting of the city council was called to order by Mayor Theesfeld. Council responding to roll call were: Kraft aye, Bachman aye, Fancher aye, Eimen aye and McGehee aye. Clerk Kraft and Treasurer Morris were also present. Aldermen Elliott was absent.

Moved by McGehee Seconded by Bachman

to approve the minutes from the regular meeting held on October 9, 2023. All aye.

Moved by McGehee Seconded by Fancher

to approve the transfer of $16,500.00 from the general fund to the road & bridge fund. All aye.

Mayor Theesfeld advised the council that the Tax Levy will need to be raised 5% for a total of $220,503.79.

Moved by Kraft Seconded by Eimen

to approve and adopt Ordinance No. 23-24-10 for the 2023-2024 Tax Levy for $220,503.79. All aye.

Mayor Theesfeld reported that the Finance Committee met and discussed a pay increase of $32,000 for the City Clerk position starting after the next election.

To approve and adopt Ordinance No. 23-24-11 Amending Title 2, Administration and Personnel. All aye.

Mayor Theesfeld addressed the council regarding a letter sent from a business expressing interest in locating a new retail business to the City of Gilman. The interested party is inquiring about the property at 1042 S. Crescent St., Gilman. If sold and a retail business moved in, it would bring added revenue to the city. The council would need to approve advertising the property for sale, but would not include the vacant land to the north of the building.

to approve advertising the sale of property at 1042 S. Crescent St, Gilman, IL. All aye.

Moved by McGehee Seconded by Bachman

to approve a partial payment of $107,845.25 to Iroquois Paving Corporation for the North Central Street Project, pending instructions from IDOT. All aye.

Mayor Theesfeld advised the council of two quotes given for the repair and replacement of concrete and asphalt just south of the Iroquois West High School. PSI General Contractor came in with the low bid of $15,895.00. A city water main needed repair and water/sewer was tapped into for the new building south of the high school gym.

to accept the bid from PSI General Contractor for $15,895.00 for concrete and asphalt work done south of Iroquois West High School. All aye.

Mayor Theesfeld received a verbal bid from Ken Lee for the removal of a house and garage at 408 N. Douglas St. for $9,000.00.

Moved by Kraft Seconded by Eimen

to accept the verbal bid of $9,000.00 from Ken Lee to tear down buildings at 408 N. Douglas St. All aye.

Mayor Theesfeld was approached by Jace McGehee from Cargill regarding the property south of Cargill that the city owns. Jace asked if Cargill could gravel that area and use it for temporary parking for vehicles hauling grain. It would help with congestion during the busy harvest seasons. Mayor Theesfeld will look into the details regarding this request.

Mayor Theesfeld stated that there will be a zoning board meeting Nov. 29th at 6:00 p.m. to hear a request to rezone the Residential Mobile Home area to the Business District. Council members are welcome to attend.

Mayor Theesfeld also addressed council regarding the CD (certificate of deposit) at Iroquois Farmers State Bank and that it is up for renewal November 16, 2023. He compared rates from area banks and the best rate was from Iroquois Federal. It would be a 6-month CD at a rate of 4.76% APY. The amount would be $500,000 plus the interest earned up to November 16, 2023.

to approve transferring the CD from Iroquois Farmers State Bank to a CD at Iroquois Federal, Watseka with an interest rate of 4.76% for a period of 6 months, in the amount of $500,000.00 plus interest to date. Kraft aye, Bachman aye, Fancher aye, Eimen aye and McGehee nay.

Mayor Theesfeld updated the council on the progress of the 3rd and Maple Street project, stating the first layer of asphalt is down and the project will be completed in the spring. The Rt. 24-45 project near CVS is near completion with some concrete work being finished. The drive to CVS will be widened for easier access.

Alderman Bachman had nothing to discuss.

Alderman Fancher had nothing to discuss.

Alderman Eimen had nothing to discuss.

Alderman McGehee had nothing to discuss.

Alderman Kraft asked if signs could be put up for the shorter parking spaces on N. Central St. to help avoid longer vehicles from parking in those spots.

to approve the bills as they were presented, and to approve the Balance Sheet, and Profit and Loss Statement dated November 13, 2023 as presented. All aye.

Moved by Kraft Seconded by Bachman

to adjourn the regular meeting at 7:40 p.m. All aye.
