A motion was made by Trustee Martin, seconded by Trustee Boyce, to approve the minutes of the December 13, 2023, as presented; motion carried by voice vote. All ayes, no nays.

Items for Discussion:
• Significant Case Updates – Chief Swinford showed a picture of a training simulator that Kankakee Community College purchased that allows officers to train using video-based scenarios. Officers are always training required by the state. The department has two certified in-house trainers.
Detectives continue to work on the armed robbery at the tobacco store. There was a counterfeit case at the Dollar General. The stolen truck from Public Works has not been recovered. The suspects were charged with the crime.
• Monthly Stats - See packet for details. Also included is the Use of Force Report for 2023.
• Unscheduled Bus Stop Ordinance – Earlier this year the landing zone for immigrants being dropped off in Chicago was only open certain hours. Bus companies started dropping off immigrants in various areas, so Chicago created an ordinance on where and when a bus could drop them off. Similar ordinances were also instituted in suburban municipalities. The landing zone is now open 24 hours a day, 7 days a week. Kankakee County did have one incident where a bus dropped off the immigrants on the south side of Kankakee. The village attorney has prepared an ordinance that penalizes the bus companies for dropping immigrants off without notice. The ordinance will be presented at the next village board meeting.
• Radios – Chief Swinford had stated previously that the department will need to update all handheld radios. Kankakee County Sheriff’s Department will be allowing the department to use some demo radios. At least 25 radios will be needed. The old radios could be used for trade-in or possibly selling or giving to Public Works to use. The radios will continue to work but will no longer be supported or serviced.
• Personnel Update –
o Officer Broling retired and the next candidate on the list is being evaluated. The next academy spot is in May. Lateral entry was opened, but only two applicants applied so far and only one was qualified. The post will be placed statewide to see if any other applicants apply.
o Chief Swinford will talk to the school district concerning another SRO spot.
o One officer still out on maternity leave. He should be back in 3 weeks.
• Damage/Vandalism Recap – There were no new items added to the list.
A motion by Trustee Gesky and seconded by Trustee Martin to adjourn the meeting at 8:05 a.m. Voice vote – all ayes.
