Village of Herscher Board of Trustees met March 18.

Here are the minutes provided by the board:

Village President Shannon Sweeney called the meeting to order with the Pledge of Allegiance to the Flag. The following Trustees were present: Gayle Landeck, Jacob Wagner, Mike Bruner, and Andy Cotter. Jeremy Bauer and Skip Grigas were absent. Also, Village Clerk Heather Meredith, Police Chief Kurt Quick, Public Works Employee Keith Witheft, and Janet Mau (Zoom).

Gayle Landeck moved to approve the Regular minutes of March 4, 2024; Jacob Wagner seconded. All in favor, Motion carried.

STREETS:

Jacob said that Al Deany is working on the paving package for Maple Street. He explained that Al pointed out the sidewalks along the tennis courts will need to be redone eventually. They are not wide enough. He told the Board that he is adding an enclosed trailer to the budget. It would be very handy to use.

FINANCE:

Mike Bruner presented the Accounts Payable Report totaling $62,700.65 to the Board for payment. Mike Bruner moved to accept the accounts payable as presented. Jacob Wagner seconded. Roll call taken Mike Bruner-aye, Andy Cotter-aye, Skip Grigas-absent, Jeremy Bauer-absent, Jacob Wagner aye, and Gayle Landeck-aye. All in favor; Motion Carried.

Payroll presented totaled $20,355.75. Mike Bruner moved to accept payroll as presented, Gayle Landeck seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, Gayle Landeck-aye, Skip Grigas-absent, and Jeremy Bauer-absent. All in favor; motion carried.

Mike Bruner added:

- Treasurer’s Report from February shows total in all accounts $1,983,481.45

-The Regular Sales Tax from December is in at $39,445.00.

-The 1% Non-Home Rule Sales Tax is in from December at $13,126.82.

-The Telecom Tax is in from December in the amount of $1,264.64.

-The Local Share of Income Tax collected in December is at $14,919.51.

-The Local Share of the State Use Tax is in from December in the amount of $6,306.54.

-The Local Share of Cannabis Use Tax collected in January 2024 is in at $214.70.

-The Local Share of Video Gaming Tax collected in January 2024 is at $2,242.52.

-The Local Personal Property Replacement Tax in in at $8,024.28

PARKS:

Andy Cotter moved to approve the purchase of a new score board for Pilot Park in the amount of $5,100. Jacob Wagner seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter aye, Gayle Landeck-aye, Skip Grigas-absent, and Jeremy Bauer-absent. All in favor; motion carried.

Andy says we need to order port-a-potties soon. He also said he is working on a grant for the walking trail.

WATER AND SEWER:

Mike Bruner filled us in on the following from Trustee Jeremy Bauer

-Keith and Chad are working on the IML Lead service line survey. It will be completed and returned by April 15th.

-Keith thinks they found the leak in the water system at 553 S. Park Rd. He can explain more, but it sounds like a service line under an asphalted swimming pool deck.

-Scanlon Excavating started on Elm St. this morning. Storm sewer is being done first. They hit an unmarked drain tile this morning. It may happen again as they are saying most of those tile locations are unknown. They are going to keep parts on hand to repair should it happen again. Hopefully, it does not, as that is added expenses. Beth says all the residents are aware of the work and they will maintain morning and nightly access to all homes and provide traffic control assistance when needed. They are hoping to get a large portion of the work done next week while the kids are out on spring break.

ORDINANCE:

Gayle Landeck said that 6 permits were issued last month totaling $300.

POLICE:

Chief Quick said the trailer he was asked to check on is not overweight. He added that the sheriff’s department asked us to cover county west last Saturday. He said he worked and had no issues.

OLD BUSINESS:

Gayle said that 195 N Elm is requesting a building permit extension.

Gayle Landeck moved to Table the request until the next meeting, to allow time to come up with some stipulations.

Attorney Bohlen said a repair demolish letter was sent to the owner of 203 N Oak. If nothing is done once the letter is received, we will start a lawsuit to demolish.

NEW BUSINESS:

President Sweeney said that he has a very interested party on opening a pharmacy in County West Market. They have a tentative agreement but would really like to find a local pharmacist. They may be requesting alley access for a drive thru.

President Sweeney said that Jackie Haas is holding a municipal leadership conference on March 25 at 10:45 and wanted to know if anybody wanted to attend. Clerk Meredith will attend.
