Village of Herscher Board of Trustees met June 3:

Here are the minutes provided by the board:

Village President Shannon Sweeney called the meeting to order with the Pledge of Allegiance to the Flag. The following Trustees were present: Skip Grigas, Gayle Landeck, Andy Cotter, Jacob Wagner, and Mike Bruner. Jeremy Bauer was absent. Also, Village Clerk Heather Meredith, Police Chief Kurt Quick, Public Works Superintendent Keith Witheft, Janet Mau from The Herscher Pilot, and Attorney Chris Bohlen.

Andy Cotter moved to approve the Regular minutes of May 20, 2024; Skip Grigas seconded. Motion carried. 4-0-1. Jacob Wagner abstained since he was absent from the last meeting.

STREETS:

Jacob Wagner says that AJ Cotter started painting the curbs. Jacob would like to hire another seasonal person to help with painting. The Board agreed that it would be a good idea. We will vote on it at the next meeting. Jacob met with the striping guy about splitting the project into 2 pieces to make sure it can all be done in a timely manner. With the advice of Al Deany it was decided that spray patching is the way to go this year verse crack filling.

FINANCE:

Mike Bruner presented the Accounts Payable Report totaling $101,514.95 to the Board for payment. Mike Bruner moved to accept the accounts payable as presented. Skip Grigas seconded. Roll call taken Mike Bruner-aye, Andy Cotter-aye, Skip Grigas-aye, Gayle Landeck-aye, Jacob Wagner-aye, and Jeremy Bauer-absent. All in favor; Motion Carried.

Payroll presented totaled $22,181.79. Mike Bruner moved to accept payroll as presented, Skip Grigas seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, Gayle Landeck-aye, Skip Grigas-aye, and Jeremy Bauer-absent. All in favor; motion carried.

Mike Bruner added:

-The Illinois Funds Daily rate today is 5.442%

PARKS:

Andy Cotter said the ball games at the parks will be done in the next few weeks. He also made mention that we have a beehive in a tree at Village Park. He is looking for someone who can extract them verse killing them.

WATER AND SEWER:

Mike Bruner says that Al has talked to Zach Wagner about getting their south tie-in to the water main done before KVCC starts the paving work on Elm. This should be done in the next few weeks before the repaving begins.

Mike Bruner moved to approve the quote of $3,412 for Silver Data GIS. Jacob Wagner seconded the motion. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-absent, Gayle Landeck-aye, and Skip Grigas-aye. All in favor; Motion Carried.

Mike Bruner moved to approve the quote of $5,995 for a valve exerciser. Skip Grigas seconded the motion. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-absent, Gayle Landeck-aye, and Skip Grigas-aye. All in favor; Motion Carried.

ORDINANCE:

Gayle Landeck says that Jeff issued $1,630 worth of permits in April and $1,060 of permits in May.

Gayle Landeck moved to approve the quote of $7,025 for landscaping Village Hall. Mike Bruner seconded the motion. Roll call taken Jacob Wagner-absent, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-absent, Gayle Landeck-aye, and Skip Grigas-aye. All in favor; Motion Carried.

We will ask Blaze about updating landscaping around the park signs at the parks.

POLICE:

Chief Quick is going to the Buckingham Village Board Meeting tomorrow. He is proposing a 2 year contract and $200 monthly increase making the monthly payment $1,200.

OLD BUSINESS:

Kelli Bonomo is requesting a Variance to park more then 2 trailers on her property. She is requesting to park up to 5 trailers now through the end of October. She says they are wanting to build a carriage house so they can have all the trailers inside. They appreciate the Village always working with them. Mike Bruner moved to approve Mike and Kelli Bonomo to park up to 5 trailers on their property through October 31st. Jacob Wagner seconded the motion. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-absent, Gayle Landeck-aye, and Skip Grigas-aye. All in favor; Motion Carried.

Mike Bruner moved to approve the building plans for J’s Home and Hardware for the Downtown Grant project. Jacob Wagner seconded the motion. Roll call taken Jacob Wagner-aye, Mike Bruner aye, Andy Cotter-aye, Jeremy Bauer-absent, Gayle Landeck-aye, and Skip Grigas-aye. All in favor; Motion Carried.

Mike Bruner gave a brief update on the state budget passing no grocery tax from October 2025 through January 2026.

NEW BUSINESS:

OPEN TO THE FLOOR:

Fred Prestinaro thanked the Police for keeping an eye on his house while he was away for the winter. Gayle Landeck said that the landscaping will start Monday.

Heather Meredith says the auditors will be here June 11-12.

Motion to adjourn by Mike Bruner. Seconded by Skip Grigas. All in favor. Motion carried.
