Village of Herscher Board of Trustees met July 1.
Here are the minutes provided by the board:
Village President Shannon Sweeney called the meeting to order with the Pledge of Allegiance to the Flag. The following Trustees were present: Skip Grigas, Andy Cotter, Jacob Wagner, and Mike Bruner. Jeremy Bauer and Gayle Landeck were absent. Also, Deputy Village Clerk Vannessa Weaver, Police Chief Kurt Quick, Janet Mau from The Herscher Pilot, and Attorney Chris Bohlen. Resident Jennifer Cook.
Andy Cotter moved to approve the Regular minutes of June 17, 2024; Skip Grigas seconded. Motion carried.
STREETS:
Jacob Wagner let the Board know that he got all the bids back for the ADA sidewalks and all the curb painting should be finished by the end of the week. He is wanting to move to painting fire hydrants next. He said that phase 1 of the line painting is completed as well.
FINANCE:
Mike Bruner presented the Accounts Payable Report totaling $51,663.07 to the Board for payment. Mike Bruner moved to accept the accounts payable as presented. Skip Grigas seconded. Roll call taken Mike Bruner-aye, Andy Cotter-aye, Skip Grigas-aye, Gayle Landeck-absent, Jacob Wagner-aye, and Jeremy Bauer-absent. All in favor; Motion Carried.
Payroll presented totaled $22,218.70. Mike Bruner moved to accept payroll as presented, Skip Grigas seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, Gayle Landeck absent, Skip Grigas-aye, and Jeremy Bauer-absent. All in favor; motion carried.
Mike Bruner moved to approve the Budget for FY 24-25. Skip Grigas seconded. Roll call taken: Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-absent, Skip Grigas-aye, and Gayle Landeck-absent. All in favor; Motion Carried.
Mike Bruner moved to approve the Appropriations Ordinance #23-01 for FY 24-25. Skip Grigas seconded. Roll call taken: Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-absent, Jeremy Bauer absent, Skip Grigas-aye, and Gayle Landeck-absent. All in favor; Motion Carried.
PARKS:
Andy Cotter said all projects are coming to an end and the 10x10 pavers have been installed at the dog park and the benches will be installed once it cools down some.

POLICE:
Chief Quick let the Board know that he is working on getting everything ready for the Car Show on July 13th at the Squeals and Wheels.

Mike Bruner moved to approve a $500 donation to Herscher Lions for Corn Bowl. Jacob Wagner seconded the motion. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, Gayle Landeck-absent, Skip Grigas-aye, and Jeremy Bauer-absent. All in favor; motion carried.

OPEN TO THE FLOOR:
Resident Jennifer Cook was here and said she would like the trees in front of her house either trimmed more or cut down, Trustee Jacob Wagner said he can have them looked at again and something done with them. She also spoke about how Officer Berge has written her tickets for parking at the abandoned house to the north of her, she would like to know why she is being ticketed when the Board doesn’t know if she has or has not been in contact with the owner. President Shannon Sweeney stated that we haven’t been able to get ahold of the owners for multiple years so if she has contact information, we would appreciate it. Jennifer stated that she hasn’t had any contact but doesn’t understand why she can’t park there. She stated that Officer Berge has been very rude with her about the issues, President Shannon Sweeney told Jennifer that she needs to have a written letter from the owner to continue to park there. Jennifer also stated that she would like the buses to stop driving down Second Street as she was told that is an alley, she was told that she will need to go to a School Board meeting to discuss that with them. She also told the Board that she has seen multiple kids that aren’t old enough to be driving golf carts, driving past her house and would like the Police to be aware of this.
