Village of Bourbonnais Finance Committee met July 10.

Here are the minutes provided by the committee:

1. Meeting Opening

Meeting called to order at 4:00 PM by Trustee Rick Fischer

Procedural: A. Roll Call - Trustee Rick Fischer

Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, Trustee Jack Littrell, Trustee Angie Serafini (arrived at 4:02). Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn, Administrator Michael Van Mill, Assistant Administrator Laurie Cyr, Finance Director Tara Latz, Chief Jim Phelps, Engineer Mike Gingerich, Public Works Superintendent Terry Memenga, Public Works Assistant Superintendent Frank Triveline, and Admin Assistant Margie Beach.

2. Review and Approve Committee Minutes

Action, Minutes: A. Finance Committee Minutes from June 26, 2024

Motion by Trustee Jeff Keast, second by Trustee Jack Littrell to approve the Finance Committee minutes from June 26, 2024, as presented.

Final Resolution: Motion Carried

3. Bill Lists

Accounts Payable: A. General Fund

> Questions were discussed and answered by Finance Director Tara Latz and Mr. Van Mill regarding the bill list.

> Trustee Serafini arrived at 4:02 PM.

The General fund bill list was reviewed and the Finance Committee agreed to proceed with payment of the bills at the next Regular Board meeting on Monday, July 15, 2024.

Accounts Payable: B. Special Fund

The Special fund bill list was reviewed and the Finance Committee agreed to proceed with payment of the bills at the next Regular Board meeting on Monday, July 15, 2024.

4. Other Business

Discussion: A. IGFOA Conference Expenses

> Mrs. Latz explained this is a request for herself and Mrs. St. Germaine to attend the annual Illinois Government Finance Officers Association (IGFOA) conference on September 9-11, 2024 in Springfield.

Finance Committee agrees to allow them to attend this conference and legislation will be created for the next Regular Board meeting on Monday, July 15, 2024.

Discussion: B. Kroger Property Tax Appeal

> Mrs. Latz went over the annual Kroger Property Tax appeal (on Board Docs). The Kroger assessed value report was presented and explained by Mrs. Latz, if they are successful in their appeal we would lose approximately $2,200 in property tax (on Board Docs).

Discussion: C. MFT Additional Roadwork

> Mrs. Latz went over the 2024 MFT Road Program that was approved in May, the project was bid and awarded to Gallagher Asphalt, we have a percentage margin where we can add more road work without going back to IDOT and do another Resolution. Since the bid came in under budget, we are adding around $45,000 of additional road work (list of added streets on Board Docs). This will increase our Group 4 road maintenance cost, other costs have remained unchanged. This is just an FYI for the Board explaining we are adding to the scope of the project, but still within our budget.

Finance Committee agrees to move forward with this additional road work on the MFT road program. No legislation will be needed.

Discussion: D. Kankakee County Board Request for River Gauge Cooperative > Mayor Schore stated Mr. Andy Wheeler from Kankakee County sent a letter regarding the Kankakee River Gauge Cooperative project, which monitors river conditions on a local level in real time, needs to be replaced. The more communities/entities that participate will depend on the annual cost for the next 10 years (on Board Docs).

Finance Committee agrees to table this for now until more information is provided on this River Gauge project from the County.

> Mr. Memenga congratulated Mr. Frank Triveline on his 35th anniversary working at Public Works in the Village of Bourbonnais.

Motion by Trustee Jack Littrell, second by Trustee Angie Serafini to adjourn the Finance Meeting at 4:23 PM. Final Resolution: Motion Carried
