Meeting called to order at 5:15 PM by Village President Paul Schore
2. Roll Call
Procedural: A. Members Present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King (arrived at 5:16), Trustee Jeff Keast, Trustee Jack Littrell, and Trustee Angie Serafini. Also in attendance, Treasurer Ron Riebe, Attorney Patrick Dunn and Administrator Michael Van Mill.
3. PUBLIC HEARING
Information: A. Appropriations Ordinance 24-2459 - An Ordinance Making Appropriations For Corporate and Other Purposes of the Village of Bourbonnais, Kankakee County, Illinois For The Fiscal Year Ending April 30th, 2025
> Finance Director Tara Latz stated this is the Village's Annual Appropriations Ordinance for the fiscal year 2025 which establishes the legal spending limit for the fiscal year. This includes all funds of the Village, which are the General, Community Campus, Motor Fuel Tax, Sewer, Special Tax Allocation (2 TIF's), Business District, and Debt Service funds. The General Fund total appropriation is $24,078,721, and the Special fund's combined total appropriation is $8,770,959, which makes the total Village-wide appropriation $32,849,680 for FY2025. By comparison the reason for the decrease versus the prior year is due to our municipal campus project construction costs. Last year the construction of the project encompassed the entire 12 months of the year, while this year construction should be completed by late summer or early fall and will have about 4-5 months of construction costs in this year's budget. This Ordinance establishes a legal ceiling of spending, that the Village is authorized to do during the fiscal year and does not reflect the internally used budget document the Board passed in May 2024 when the fiscal year began.
