Westmont Village Board of Trustees met July 25.

Mayor Gunter called the meeting to order at 6:00 P.M.

REPORTS

Mayor Gunter

● Invited citizens to be in the know regarding Village news, programs, services, events, meetings, and more. There are four things you can do to find out what's happening in Westmont:

1. Like the Village of Westmont Municipal Facebook Page.

2. Sign up for nextdoor.com and be included in the Villages messages sent out via that platform.

3. Go to the Village website and sign up for our e-newsletter which is sent out every other week.

4. Go to the Village website and click on the notify me icon to sign up and receive alerts when new release updates are published on the website.

Village Clerk Szymski

● The Consolidated election dates have been posted on the DuPage County Election Division website. August 20, 2024 will be the first day for petitions to be circulated. The first date of file will be November 12, 2024. The last date of file will be November 18, 2024. Voting day is April 1, 2025. For complete information Visit the DuPage County website.

Trustee Liddle

● The Administration Finance Committee met earlier today at 4:30 pm in Village Hall. We received an update on our pay for performance system from both the Assistant Village Manager and our HR Director. We talked about the different core values, the goals, expectations, how it's all coming together, and how it's being evaluated by management and a focus group that was put together.

● A new credit card system was presented by our Finance Director. We will potentially go live on December 1, 2024. More information will be forthcoming.

● The temporary awareness ribbon policy is being worked on by the Village Clerk’s office. That will be who is putting ribbons on trees and how long they can be there, etc.

● There is a public camping model ordinance, which is being adopted by other Villages. We will be looking at how we are going to handle that one.

● The Taste of Westmont was held last weekend. It was a wonderful event this year and we had great PR from Westmont including articles in The Daily Herald, The Suburban Life, and an interview on WGNTV. We thank everyone who helped with this event.

● We are looking for more volunteers for Cruisin’ Nights to sign up via the website at westmontevents.com

● About 20 people participated in yesterday's PIC (Public Information Committee) meeting. This meeting was a great way for Village and community groups to share information regarding upcoming programs and events.

Trustee Nero

● The next Public Works Committee meeting is September 19th at 4:40 pm in Village Hall.

● On July 18th we had our Public Works Cruisin Night. Public Works had a total of five Village and Municipal vehicles at the event, which were received well by the community.

● Public Works has been supporting our Environmental Improvement Committee on educational outreach at various events. We appreciate all that help.

● Construction Updates can be found on the Village website. Information was just updated today.

● The pocket park is now open at the intersection of Cass and Irving. Thanks to Public Works for getting this done and in a timely manner.

● Just as a reminder to residents, there is a free brush pick up program every week through Flood Brothers. Check out our website for more details.

Trustee Simonovich

● Mentioned that the most interesting thing about the pocket park is how many things were able to be repurposed. It is very impressive.

● The next Police Public Safety meeting will be on October 17th, 4:30 pm at Village Hall.

● The Police National Night Out is being held on August 6th from 5 pm to 8 pm at Ty Warner Park. This is a great community event and fun for all ages.

● The Golf Fundraiser sign up is still open for the second annual Special Olympics golf fundraiser being held on September 13th. More info to sign up is on the Village website.

Trustee Brady

● The Community Development Committee's next meeting will be August 8th, 4:30 pm at Village Hall.

● Grant applications for the Downtown Incentive program are now available. Visit the website or contact the Community Development for details.

● The Village is now offering online permitting for residential window and door replacements as well as single family roof replacements. Visit the Village website and search “permitting” for more information.

Trustee Barker

● The Environmental Improvement Committee’s next meeting will be August 5th, 5:30 pm at Village Hall.

● There is a Tree Planting Incentive Program to encourage residents to plant trees on private property. There is a little bit of financial assistance offered. Interested residents can find more information on the Village website.

● West Nile is a real thing and there have been positive traps in our area. There’s a spraying coming up. The Environmental Improvement Committee works with the abatement contractor and the Village spends extra to have more environmental spraying program.

Trustee Johanik-Guzzo

● The next Fire Public Safety Committee meeting is going to be September 5th, 4:30 pm at Village Hall.

● Next Thursday is Fire Truck Night. Encouraged everyone to come on out and enjoy a great event.

PUBLIC HEARING: 5/1/2024 - 12/31/2024 APPROPRIATION ORDINANCE PUBLIC HEARING

Board to conduct a public hearing for the 5/1/2024 - 12/31/2024 Fiscal Year Appropriation Ordinance.

● Mayor Gunter invited Finance Director Altic to the podium to explain the appropriations ordinance.

● Finance Director Altic explained that this is an eight-month budget, as we transition into our new fiscal year starting in January. We will be moving into a calendar year. We will have the same type of discussion again in March.

● This will not circumvent any of the Village’s internal controls over purchasing.

● The total appropriation is $89,752,057.00. This figure includes the Library’s share.

○ The Village’s share of that is $87,241,250.00

○ The Library’s share of that is $2,510,807.00

● There was no one in the audience that wanted to address the Village Board regarding the Public Hearing.

Mayor closed the public hearing at 6:16 pm.

Motion by Trustee Liddle to consider an ordinance adopting the 5/1/2024 - 12/31/2024 Appropriation Ordinance.

Seconded by Trustee Barker and the motion passed.

(3) INCREASE IN AVAILABLE CLASS 4 LIQUOR LICENSES

Deputy Liquor Commissioner Mulhearn addressed the Village Board on this item.

Motion made by Trustee Nero to consider an ordinance increasing the number of available Class 4 liquor licenses by one (1) for Tokyo 1 LLC d/b/a Galaxy Sushi & Ramen, 15 W. Quincy Street, Westmont, IL 60559.

Seconded by Trustee Liddle and the motion passed.

(4) TEMPORARY LIQUOR LICENSE - SUNRISE OF WESTMONT

Deputy Liquor Commissioner Mulhearn addressed the Village Board on this item.

Motion made by Trustee Barker to consider an ordinance authorizing the issuance of a temporary Class 9 liquor license by the Local Liquor Commissioner to Aspired Living Westmont OpCo LLC, d/b/a Sunrise of Westmont, 407 W. 63rd Street, Westmont IL.

Seconded by Trustee Guzzo and the motion passed.

(5) REZONING - 10 WEST TRAUBE AVENUE

Community Development Director Hennerfiend addressed the Village Board on this item.

Motion made by Trustee Brady to consider a request from Duane Newton (Petitioner) and Kenneth W. Newton, as trustee of the Kenneth W. Newton Declaration of Trust (Owner) for the property at 10 West Traube, Westmont, Illinois, 60559 for the following:

1. Zoning Ordinance Map Amendment request to rezone the property from O/R-1 Office Research One District to R-3 Single Family Detached Residence District.

Seconded by Trustee Guzzo and the motion passed.

Motion made by Trustee Liddle to consider a request from Duane Newton (Petitioner) and Kenneth W. Newton, as trustee of the Kenneth W. Newton Declaration of Trust (Owner) for the property at 10 West Traube, Westmont, Illinois, 60559 for the following:

1. Waiver to Zoning Application Fees.

Seconded by Trustee Guzzo and the motion fails.
