Village of Herscher Board of Trustees met Aug. 20.

Here are the minutes provided by the board:

Village President Shannon Sweeney called the meeting to order with the Pledge of Allegiance to the Flag. The following Trustees were present: Mike Bruner, Gayle Landeck, Andy Cotter (arrived 7:06pm), Jacob Wagner, and Skip Grigas. Also present, Police Chief Kurt Quick, Village Clerk Heather Meredith, and Janet Mau. Jeremy Bauer was absent.

Jacob Wagner moved to approve the Regular minutes of August 5, 2024; Mike Bruner seconded. All in favor. Motion carried. 4-0-1 Andy Cotter abstained as he was absent from the last meeting.

Gayle Landeck moved to suspend the agenda for discussion from Comcast on the new agreement.

Mike Bruner motioned to approve the Comcast Agreement. Jacob Wagner seconded. Roll call taken Mike Bruner aye, Andy Cotter-aye, Skip Grigas-aye, Gayle Landeck-aye, Jacob Wagner-aye, and Jeremy Bauer-absent. All in favor; Motion Carried.

Mike Bruner moved to return to regular agenda. Jacob Wagner seconded. All in favor; Motion Carried.

STREETS:

Jacob Wagner moved to approve the second reading of the bid and change order for the sidewalks on Maple Street to Davis Construction in the amount of $77,586. Andy Cotter seconded. Roll call taken: Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, Gayle Landeck-aye, Skip Grigas-aye, and Jeremy Bauer-absent. All in favor; motion carried.

Jacob Wagner moved to approve the second reading of the bid Maple Street, Chicago Avenue, and one block of Fourth Street to KVCC in the amount of $357,699. Andy Cotter seconded. Roll call taken: Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, Gayle Landeck-aye, Skip Grigas-aye, and Jeremy Bauer-absent. All in favor; motion carried.

FINANCE:

Mike Bruner presented the Accounts Payable Report totaling $60,070.75 to the Board for payment. Mike Bruner moved to accept the accounts payable as presented. Skip Grigas seconded. Roll call taken: Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-absent, Skip Grigas-aye, and Gayle Landeck-aye. All in favor; Motion Carried.

Payroll presented totaled $25,929.83. Mike Bruner moved to accept payroll as presented, Skip Grigas seconded. Roll call taken: Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, Gayle Landeck-aye, Skip Grigas-aye, and Jeremy Bauer-absent. All in favor; motion carried.

Mike Bruner added:

- The Regular Sales Tax was in at $31,673.17 in July and $25,722.40 in August

- The 1% Non-Home Rule Sales Tax was in at $12,046.02 in July and $12,004.19 in August

- The Telecom Tax was in at $1,044.09 in July and $1,065.98 in August

- The Local Share of Income Tax was in at $25,378.90 in July and $16,957.11 in August

- The Local Share of the State Use Tax was in at $4,583.72 in July and $4,423.37 in August

- The Local Share of Cannabis Use Tax was in at $202.54 in July and $201.21 in August

- The Local Share of Video Gaming Tax was in at $3096.23 in July and $2,387.82 in August

- The Local Share of Personal Property Replacement Tax was in at $15,482.14 in July and $2,887,73 in August

-Received first distribution of 2023 real estate taxes in the amount of $67,462.55

-Balance Sheets thru today were issued. The Board was reminded these are not final numbers for the month -We are still working on the July Treasurer Report. It will be emailed once completed

-Downtown Grant discussion

PARKS:

Andy Cotter said that we are getting ready for Labor Day. He said that the no overnight parking signs are in and will go up this week. Jacob Wagner asked about doing something with the trees in the end zone at Sims Field. Andy was going to ask David from JD Tree Trimming what we can do to fix the crowding of the sidewalk.

WATER AND SEWER:

Jacob Wagner said that we had an issue this morning of valves breaking during a routine service repair. We were unable to isolate the area because the valves were old and not in working condition because they were not exercised regularly. Keith Witheft said that he is getting quotes on replacing the valves.

ORDINANCE:

Gayle Landeck moved to suspend the rules which would interfere with the passage of Ordinance #24-02 an ordinance limiting overnight parking in village parks. Jacob Wagner seconded the motion. All in favor; Motion Carried.

Gayle Landeck moved to place Ordinance #24-02 on its final passage and pass. Jacob Wagner seconded the motion. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, Gayle Landeck-aye, Skip Grigas-aye, and Jeremy Bauer-absent. All in favor; Motion Carried.

Gayle Landeck presented Ordinance #24-03 Brew Pub Ordinance for a first reading to be placed on the table to be voted on at the next meeting.

Gayle Landeck spoke with Attorney Bohlen about a water credit on the account for 694 N Elm. He told her that we could use the credit for lawn maintenance. After some discussion it was decided to wait on doing anything. We will send letters and then possibly work on the yard. Gayle added that a letter was hand delivered to 574 N Park on yard maintenance.

POLICE:

Chief Quick says that we will have a resignation next meeting. He said that we have great police coverage for Labor Day weekend. Chief mentioned the Golf Outing did very well. He would like to purchase a new squad and use $10,000 from the golf outing towards the purchase of a new squad. He has one that he can get from Iowa. Country Chevy said that they would not be able to get us a squad and that we should get it if we can.

Skip Grigas motioned to approve a $500 donation to the Kankakee City Police Range Committee. Jacob Wagner seconded. Roll call taken Mike Bruner-aye, Andy Cotter-aye, Skip Grigas-aye, Gayle Landeck-aye, Jacob Wagner aye, and Jeremy Bauer-absent. All in favor; Motion Carried.

OLD BUSINESS:

Gayle Landeck said that 193 N Oak has still not mowed the grass in the easement and wanted to know what her options were to mediate the situation. It was decided to mail a letter to the property owner.

NEW BUSINESS:

With all the school board decisions on building a new Herscher Intermediate School, Chief Quick would like to get another SRO in the district.

Village President Sweeney says that with the school forming a committee for the new building he would really like to have a Village Board member be on the committee or have someone from the committee give the Village regular updates.
