The meeting was called to order by Village President Timothy Nugent, followed by the Pledge of Allegiance.

Roll call of the Board was made by the Village Clerk.

Motion by Gesky, seconded by Phillips, to waive the reading of the minutes and approve the regular Board Meeting minutes of August 19, 2024, as presented by the Clerk.

Motion approved: 4-0 (Mayor Nugent was fourth vote) Boudreau, Crockett absent, Dole abstained

Public Safety and Health- Trustee Dole

• Resolution 24-11 - A Resolution approving a Memorandum of Understanding with respect to the School Resource Officer program by and between the Village of Manteno and Manteno Community Unit School District Number 5, Kankakee County, Illinois. As discussed at the recent committee meeting, the Village and the School District recognize the importance of continuing the School Resource Officer program. Officer Aaron Tobeck has done a tremendous job as the SRO over the duration of the program. This extension is another example of how the Village and the School District work together to benefit the community

• Ordinance 24-11 – An Ordinance authorizing the Sale of Personal Property (Surplus Municipal Equipment).

• Safety tips for using the crosswalks and school zone during this back to school season. Next Public Safety & Health meeting Wednesday September 11, 2024, at 7:00 am at the Village Board Room

Planning and Zoning- Trustee Crockett, absent

The next Planning and Zoning Committee meeting has been scheduled for Tuesday September 24, 2024, at 7:00 am at the Village Board Room. The next Planning Commission meeting has been canceled for Tuesday September 10, 2024, at 6:00 pm at the Village Board Room.

Finance- Trustee Gesky

• Payment of bills $293,923.25 (includes TIF #3 bills of $0)

• Bills authorized and paid between Board Cycle: $37.750.25

• Ordinance 24-10 - An Ordinance amending Title 3, Business Regulations, by adding Chapter 24, Tobacco Dealers, of the Manteno Municipal Code. The Board had concerns about the number of locations now selling tobacco and vape products as well as the increased use of these products by underage individuals. While the state does some stings to ensure products are purchased legally, the Village also wanted to have some regulations and controls in place to help with that enforcement.

The next Finance meeting will be held Wednesday September 11, 2024, at 7:00 am at the Village Board Room.
