The meeting was called to order by Village President Timothy Nugent, followed by the Pledge of Allegiance.
Roll call of the Board was made by the Deputy Village Clerk, Darla Hurley.
Motion by Dole, seconded by Boyce, to waive the reading of the minutes and approve the regular Board Meeting minutes of September 3, 2024, as presented by the Clerk.
Motion approved: 4-0 (Mayor Nugent was fourth vote) Boudreau, Gesky absent, Crockett abstained

• Mayor Nugent read a Proclamation to honor the 100th anniversary of St. Joseph Catholic Church Grotto Park. October 13, 2024 will be proclaimed “St Joseph Catholic Church Grotto Park Centennial Day”.

Public Safety and Health- Trustee Dole
• Ordinance 24-12 – An Ordinance amending Title 4, Police Regulations, Chapter 1, Misdemeanor Code, Article 5, Offenses involving property, by adding Section 4-1-5-5, Public Camping, of the Village of Manteno Municipal Code. Trustee Dole asked Chief Swinford to speak on this ordinance. Chief Swinford stated that this Is a preemptive ordinance to address camping on public property. This allows for more tools to be made available to the police to deal with possible camping by homeless people on public property. The ordinance was discussed at several committee meetings before being presented for approval tonight.
• Consideration Re: A motion to authorize the purchase of police radios from Motorola solutions for a cost of $375,306.15. Trustee Dole stated that our current radios are no longer supported for updates and repairs due to the age of the radios. Over the last several months Chief Swinford and his staff have reviewed new radios and features to determine which models best serve our department. Motorola was chosen due to its compatibility with the KANCOM system, which all local departments use. This was a budgeted item, and the total purchase comes under the budgeted amount. Lease option was also investigated, but it was not a viable option. Chief Swinford stated that current radios are over 10 years old and have limitations. The new radios will have some newer features that will help officers, such as GPS, voice activated commands and Wi-Fi feature. The old radios do have a trade-in value.

Planning and Zoning- Trustee Crockett

The next Planning and Zoning Committee meeting has been scheduled for Tuesday, September 24, 2024, at 7:00 am at the Village Board Room. The next Planning Commission meeting has been scheduled for Tuesday, October 8, 2024, at 6:00 pm at the Village Board Room.
