The meeting was called to order by Village President Timothy Nugent, followed by the Pledge of Allegiance.
Roll call of the Board was made by the Village Clerk.
Motion by Boudreau, seconded by Gesky, to waive the reading of the minutes and approve the regular Board Meeting minutes of September 16, 2024, as presented by the Clerk.
Motion approved: 5-0 Gesky abstained

• Congratulations to the Middle School Girls Softball team for winning state champion. The team will be invited to a future Board meeting for recognition of their achievement.
• Recognition of Jakob Knox on the success of the 2024 Octoberfest celebration
• Reminder to Village residents on the 2024 Tax Rebate for the Village of Manteno portion of their property taxes. Must be submitted to the Village Hall by end of business on October 31, 2024. Information and the form are available on the Village website or by visiting Village Hall.
Village Administrator’s Report:
• Presentation by Carmen Huizenga, accountant with SKDO (Smith, Koelling, Dykstra & Ohm) on the audit completed for fiscal year 2023-2024

The next Planning and Zoning Committee meeting has been scheduled for Tuesday October 22, 2024, at 7:00 am at the Village Board Room. The next Planning Commission meeting has been canceled for Tuesday October 8, 2024, at 6:00 pm at the Village Board Room.
Finance- Trustee Gesky
• Payment of bills $236,669.96 (includes TIF #3 bills of $0)
• Bills authorized and paid between Board Cycle: $47,059.69
• Consideration RE: A motion to receive and place on file the Annual Treasurer's Report for Fiscal Year 2023-2024 and authorize its publication.
• Consideration RE: A motion to receive and place on file the Village Annual Audit prepared by Smith, Koelling, Dykstra & Ohm for Fiscal Year ending April 30, 2024.
• Consideration RE: A motion to receive and place on file the Annual TIF Reports for Fiscal Year ending April 30,2024
Each year the Village is required to conduct an independent audit and provide the results of that audit for anyone to review. As in the past few years, the auditors found no issues with the procedures or financials of the Village. There were no recommendations for any changes to policy or procedures for the immediate future.
The next Finance meeting has been canceled for Wednesday October 9, 2024, at 7:00 am at the Village Board Room.
