Westmont Village Board of Fire and Police Commissioners met Oct. 17.

Here are the minutes provided by the board:

1) Call to Order: Meeting was called to order by Chairperson Stella Qualizza at 2:14 p.m.

2) Roll Call: Roll Call was conducted by Chairperson Qualizza, Chair Qualizza- Present, Secretary Mulhearn- Present, Commissioner Baldwin- Present. A Quorum was present. It should be noted that Chairperson Qualizza attended the meeting via phone.

3) Public Comments: None as no members of the public were present

4) Approval of Minutes: The minutes of the regular meetings held on September, 17, 2024 were reviewed. Chairperson Qualizza made a motion to accept the minutes as presented, Seconded by Commissioner Baldwin,

All in Favor= 3

Opposed = 0

Motion Passed

The minutes of the special meeting held on September 17, 2024, were reviewed. Chairperson Qualizza made a motion to accept the minutes as presented. Seconded by Secretary Mulhearn:

The minutes of the special meeting held on September 25, 2024 were reviewed. Chairperson Qualizza made a motion to accept the minutes as presented. Seconded by Commissioner Baldwin.

The minutes of the special meeting held September 28, 2024 were reviewed. Chairperson Qualizza made a motion to accept the minutes as presented. Seconded by Commissioner Mulhearn

5) Old Business: Commissioners reviewed the polygraph results for Candidate #27. There was discussion and Chairperson Qualizza made a motion to pass this candidate onto the Detective Division for a background review. Motion was seconded by Commissioner Baldwin

Opposed =0

Motion Passed

Commissioners reviewed the polygraph results for Candidate # 25. There was discussion and Chairperson Qualizza made a motion to pass this candidate onto the Detective Division (with questions) for a background review including questions by the commission. Motion was seconded.

Opposed =1

Motion Passed

Commissioners reviewed the Detective Division report on Candidate # 21. There was discussion and Chairperson Qualizza made a motion to make a conditional offer of employment to this candidate and forward them onto the psychologist for testing, seconded by Secretary Mulhearn.

Opposed =0

Motion Passed

Commissioners reviewed the polygraph results for Candidate #19. There was discussion and Chairperson Qualizza made a motion to make a conditional offer of employment to this candidate and pass this candidate onto the psychological exam by I/O Solutions. Motion was seconded.

Opposed= 3

Motion Failed

Candidate will receive notification from the Commission on their status.

Commissioners reviewed the polygraph results for Candidate #13. There was discussion and Chairperson Qualizza made a motion to make a conditional offer of employment and pass this candidate onto the psychological exam by I/O Solutions. Motion was seconded.

Opposed= 3

Motion Failed

Candidate will receive notification from the Commission on their status.

6) New Business: Commissioners Mulhearn and Baldwin will be attending the Illinois Fire and Police Commissioners Association Fall 2024 Seminar on Saturday, November 2nd, 2024.

The date of November 9, 2024 was set to interview the next five (5) candidates by the Commission. They will be contacted by Chairperson Qualizza.

7. Invoices: The Commission reviewed the following invoices: I/O Solutions Invoice # C611220A Date: 10/15/24 2 Candidates

Cost each $575.00

Total Cost: $1,150.00

Ottosen DiNolfo Hassenbalg & Castaldo Ltd. (attorney) Invoice # 9599 Date: 09/30/24 Total Cost $ 104.00

Premier Occupational Health- Bolingbrook, IL.

Testing for Candidate # 11

Conrad Polygraph

Testing for two candidates ($200.00 ea)

Invoice # 152150 Date: 10/03/24 Total Cost $1,147.00

Invoice # 6255 Date: 09/28/24

Total Cost $ 400.00

Chairperson Qualizza made a motion to approve all invoices as presented. I/O solutions and Premier Medical were seconded by Commissioner Baldwin. Ottosed (et all) and Conrad were seconded by Secretary Mulhearn. Vote for all four (4) invoices were: Vote:

Motions Carried

Adjournment: Chairperson Qualizxz made a motion to adjourn the meeting at 3:00 p.m. Motion was seconded. Meeting was adjourned.
