Village of Manteno Public Works Committee met Oct. 22.

With the absence of Trustee Boyce, Mayor Nugent opened the meeting at 7:00 a.m.

MOTION: A motion by Trustee Boudreau, seconded by Trustee Phillips, to approve the minutes from September 24, 2024, meeting as presented. Voice vote – All ayes, No nays. Boyce & Crockett absent. Motion approved.

No public participation.

No action items.

Discussion Items:

• Fiber-Broadband Discussion – The village had offered a REFI (request for information) to fiber network companies concerning installation of fiber networks. Mark Sheldon and Brent Hicks with Pavlov Media were introduced by Mr. LaRocque. HR Green has been working with this company concerning fiber installation within the right of ways in the village and preparing the ordinance. Pavlov Media would like to have a public information meeting soon. The company would like to get the network to all public buildings. The company is based in Champaign, IL and will use the Illinois Century Network that runs along I-57. They would like to have all their equipment to be underground and will use a directional boring process. They stated that they have a good working relationship with the other utilities. The company is already located in Chebanse, Onarga, Loda, Pontiac, Paris and Arcola. They are also working on going into Bradley, Bourbonnais and Peotone. They would like to start working as soon as possible, but it is weather dependent. They also would like to participate in the BEAD program, but it helps with bringing fiber network into the rural areas. Pricing schedules are still being prepared. There are no contracts or hook-up fees. Mr. Hill will continue to work with them on the permitting form, bonds and cabinet locations.

• Township Parking Lot Request – Mr. Hanley obtained a quote of $6,700 for adding a guardrail to protect the pharmacy building. Also the public works personnel could add six bollards to protect the A/C units for a cost $2,000. Mayor Nugent stated that the Township is requesting assistance to help with the cost. The damage to the various areas has come due to people parking in the area and then backing into the buildings or units.

• Cold Storage Building at Public Works Building – Mr. Hanley is asking to add a cold storage building to the east side of the property. The current items are being stored at the old public works building on South Oak. This building could then be sold after it is cleaned up. The building was appraised at $150,000. The new building would be 99’x60’ and would be built with in-house personnel. The garage doors and electrical would be hired out. This is a budgeted item. The approximate cost of the new building is $133,500.00. The committee approved to move forward with the purchase.

• Current Project Updates -

▪ Thies Park

▪ Turf has been delivered.

▪ The coatings on the pickleball courts have been completed

▪ Pavilion and bathroom materials have been delivered.

▪ Landscaping, earth work being completed

▪ ComEd will power everything once the project is completed

▪ Cypress light project is complete – once ComEd powers Thies, then these lights will be powered also.

▪ Legacy Park – Phase 2

▪ Revisions for the bid package are almost done

▪ The bidder who bid the first time understands the re-bid

▪ Township has been informed of the changes

▪ Square on 2nd

▪ Tree has been removed

▪ No definitive ideas for area – playground equipment

▪ Main Street Plaza

▪ Updated arch has been ordered

▪ Equipment Update

▪ Request for an 8’ Snow box that would fit the backhoe. It would be used in the cul-de-sacs. Approximate cost of $3,000. The committee suggested purchasing.

▪ Request for a sidewalk scarifier – shaves sidewalks when you have a raised area. Mr. Hanley will get more information.

• Misc.:

o Request to change the November Public Works Committee date of November 19th. Mr. LaRocque stated that the Finance Committee & Public Safety meetings need to be changed too, so all committee meetings will be held on November 19th.

Motion by Trustee Phillips, seconded by Trustee Dole, to adjourn meeting at 7:48 a.m. Voice vote: all ayes, no nays.
