Village of Herscher Board of Trustees met Nov. 4.

Here are the minutes provided by the board:

Village President Shannon Sweeney called the meeting to order with the Pledge of Allegiance to the Flag. The following Trustees were present: Jeremy Bauer, Mike Bruner, and Andy Cotter. Jacob Wagner by Zoom. Gayle Landeck and Skip Grigas were absent. Also present, Village Deputy Clerk Vannessa Weaver, Public Works Keith Witheft, Attorney Chris Bohlen, and Janet Mau from The Herscher Pilot. Residents Paul Grob and Lauren Ruel.

Mike Bruner moved to approve the Regular minutes of October 21, 2024; Andy Cotter seconded. All in favor. Motion carried.

Andy Cotter moved to approve the August 29, 2024, Executive Minutes; Mike Bruner seconded. All in favor. Motion carried.

Mike Bruner moved to suspend the agenda to open to the floor. Andy Cotter seconded. All in favor; Motion carried.

OPEN TO THE FLOOR:

Paula Grob spoke to the Board about cleaning up the yard and trees at 184 S Elm. She said that she started cleaning up the yard as the owners are in the nursing home and unable to. She asked the Board if they would help with cleaning up the pine and silver maple trees. The Board agreed to help pick up the sticks on stick pick up day.

Lauren Ruel said that her family hasn’t experienced any medical issues from the grain elevator and feels like they have doing a job keeping the grain dust under control.

Mike Bruner moved to return to the Regular Agenda. Jeremy Bauer seconded. All in favor; Motion carried.

STREETS:

Jacob Wagner motioned to approve the estimate from Ruder Electric to fix the street light wiring repair on Main Street of $9,000.00. Mike Bruner seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-aye, Skip Grigas-absent, and Gayle Landeck-absent. All in favor; Motion Carried.

Jacob Wagner said that the tar and chipping is done for the year. He added that all the internet is done, and they have reached out to MDI about upgrading the cameras and are waiting on an estimate for that.

FINANCE:

Mike Bruner presented the Accounts Payable Report totaling $40,859.81 to the Board for payment. Mike Bruner moved to accept the accounts payable as presented. Andy Cotter seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, Jeremy Bauer-aye, Skip Grigas-absent, and Gayle Landeck-absent. All in favor; Motion Carried.

Payroll presented totaled $23,816.39. Mike Bruner moved to accept payroll as presented, Jeremy Bauer seconded. Roll call taken Jacob Wagner-aye, Mike Bruner-aye, Andy Cotter-aye, Gayle Landeck-absent, Skip Grigas- absent and Jeremy Bauer-aye. All in favor; motion carried.

PARKS:

Andy Cotter schedule stick up for November 23, 2024, starting at 7:00 am.

Andy Cotter added that the new dugouts are looking nice, and the guys will start doing fall fertilizer.

WATER AND SEWER:

Jeremy Bauer said that Well 7 is done and that Layne’s took some money off their invoice for some problems that were uncontrollable. We should see the bill at the next meeting.

ORDINANCE:

Jacob Wagner brough up concerns that Gayle Landeck had on the new permit for 195 S Elm. The Board discussed and per Attorney Chris Bohlen advised the Board to honor what was charged for the permit that will be good for a year per the Village’s ordinance.

POLICE:

Nothing to report

OLD BUSINESS:

Jacob Wagner asked the Board if we should keep the old Public Works or put it out for bid. Discussion was held and the Board said to keep it to use as needed.

President Shannon Sweeney said that he has speakers for the Mayor’s Dinner on November 20 at 5:00pm.

NEW BUSINESS:

Andy Cotter said that Light up Leiser Street will be on November 29 at 7:30pm.

Motion to adjourn by Andy Cotter. Seconded by Jeremy Bauer. All in favor. Motion carried
