Village of Manteno Board of Trustees met Dec. 16.

The meeting was called to order by Village President Timothy Nugent, followed by the Pledge of Allegiance.

Roll call of the Board was made by the Village Clerk.

Motion by Crockett, seconded by Gesky, to waive the reading of the minutes and approve the regular Board Meeting minutes of December 2, 2024, as presented by the Clerk.

Reports of Village Officials:

Village President’s Report: Mayor Nugent

• Jakob Knox reviewed the activities of Christmas in Manteno which was held on Saturday December 7, 2024.

Village Administrator’s Report:

• A second fiber network company will be starting to install its cable in Southcreek . The company is Surf Internet and will be starting soon. It is expected to be available in June 2025. Committee Reports:

Public Safety and Health- Trustee Dole

• Be aware of the increase in phone scams and phone solicitors asking for money or gift cards as payment. We recently had a resident who lost $20,000.00 in a scam for Norton anti-virus software.

Next Public Safety & Health meeting has been scheduled for Tuesday December 17, 2024, at 7:00 am at the Village Board Room

Planning and Zoning- Trustee Crockett

• Ordinance 24-15: An Ordinance approving a Special Use Permit from Title 9, Zoning, Chapter 8, Commercial Districts, Article Number B-4, Special Uses Permitted for the property located at lot 22 South Creek Drive, Manteno, Illinois. Developer Curwick is requesting this Special Use Permit to allow the subdivision of the commercial lot that was included in the Lifestyles of Manteno PUD approved earlier this year. This end user wants to construct a two unit fast food restaurant with a drive through window on the north unit of the building. The Planning Commission held a public hearing on December 10th regarding this request and is recommending approval by the Board.

• Ordinance 24-16: An Ordinance granting a variance from Title 9, Zoning, Chapter 8, Commercial Districts, Article Number 8(A) minimum lot area, and 8(B) minimum lot frontage, for the property located at lot 22 South Creek Drive, Manteno, Illinois. This is an additional request for the same commercial development on South Creek Drive. Rather than making the developer subdivide the commercial lot as needed for actual end users. This request was also considered at a public hearing by the Planning Commission, and they are recommending approval by the Village Board.

The next Planning and Zoning Committee meeting has been canceled for December 24, 2024, at 7:00 am at the Village Board Room. The next Planning Commission meeting has yet to be scheduled as there are currently no agenda items.

Finance- Trustee Gesky

• Payment of bills $1,266,918.09 (includes TIF #3 bills of $428.75)

• Bills authorized and paid between Board Cycle: $0

The next Finance meeting has been scheduled for Tuesday December 17, 2024, at 7:00 am in the Village Board Room.

General Government- Trustee Phillips, absent Covered by Trustee Gesky

• Consideration RE: A motion to approve the 2025 Village Schedule of Meetings and the 2025 Village Holiday schedule.

Mayor Nugent read the items to be included on the Consent Agenda and asked the Board if any item should be taken off and voted on separately.

The consent agenda is as follows:

Motion by Dole seconded by Crockett to take a single roll call vote on the question of passage of agenda items as designated for voting purposes on the consent agenda.

Motion by Boyce seconded by Boudreau to approve by an omnibus vote those ordinances, resolutions, motions, and orders contained on the consent agenda.
