Kankakee County Finance Committee met Jan. 23.

Call to Order

Roll Call

The meeting was called to order by the Committee Chairman, Mr. Dunnill at 9:00 a.m.

Members Present

Mr. Dunnill, Ms. Foster, Mr. Hess, Ms. Parker, Mr. Hunter, Ms. Webber, Mr. Lowey, Mr. Marion, Ms. Polk, Mr. Alexander-Hildebrand

Members Absent

Mr. Miller, Mr. Swanson, Mr. Sirois, Ms. Armer-Irps

Mr. Lowey made a motion to allow Ms. Parker to attend by Zoom and Mr. Hunter seconded it. Motion carried with a voice vote.

Approval of Minutes – December 10, 2025 & December 18, 2025

Mr. Marion made a motion to combine and approve the minutes and Ms. Webber seconded it. Motion carried with a voice vote.

Auditor – Colton Ekhoff

• Monthly Claims

Mr. Ekhoff reviewed the monthly claims with the committee. He updated the committee on the activity of his department.

Mr. Lowey made a motion to approve and Ms. Polk seconded it. Motion carried with a roll call vote of 10 ayes and 0 nays. Voting aye were Mr. Dunnill, Ms. Foster, Mr. Hess, Ms. Parker, Mr. Hunter, Ms. Webber, Mr. Lowey, Mr. Marion, Ms. Polk, Mr. Alexander-Hildebrand

Mr. Ekhoff stated that he has a new website that is up and running. Also, the online checkbook is now up-to-date.

Treasurer’s Office – Nick Africano

Mr. Africano was not in attendance

Mr. Hess made a motion to combine and approve and Mr. Lowey seconded it. Motion carried with a voice vote.

Finance Department – Steve McCarty

• Miscellaneous Financial Reports & Discussion

Mr. McCarty reviewed the reports with the Committee.

• Cash Flow Update

Mr. McCarty provided the committee with an update.

• Tax Year 2024 Property Tax Abatement

Mr. McCarty stated that each year these have to be abated and taken off of the tax levy.

Ms. Parker made a motion to approve and Mr. Hunter seconded it. Motion carried with a roll call vote of 10 ayes and 0 nays. Voting aye were Mr. Dunnill, Ms. Foster, Mr. Hess, Ms. Parker, Mr. Hunter, Ms. Webber, Mr. Lowey, Mr. Marion, Ms. Polk, Mr. Alexander-Hildebrand

Mr. McCarty gave an update as to what his office is currently doing. They are working on the quarterly report for the ARPA funds.
