Village of Manteno Board of Trustees met Feb. 18.

Here are the minutes provided by the board:

The meeting was called to order by Mayor Timothy Nugent, followed by the Pledge of Allegiance. Roll call of the Board was made by the Village Clerk.

Motion by Boudreau , seconded by Dole, to waive the reading of the minutes and approve the regular Board Meeting minutes of February 3, 2025, as presented by the Clerk.

Motion approved: 4-0 Boyce, Crockett absent

Committee Reports:

Public Works- Trustee Boyce absent Trustee Boudreau presented

• Resolution 24-16 : A Resolution of the Village of Manteno approving an Intergovernmental Agreement for Participation in the Illinois Public Works Mutual Aid Network ( IPWAN) IPWAN is a Public Works mutual aid organization that provides volunteer labor and equipment from other municipalities during an emergency. By participating, we also could provide our equipment and labor to other communities in their emergency. This is like mutual aid organizations that the police and fire departments use.

Parks and Recreation- Trustee Boudreau

• Consideration RE: A motion to approve a Lease Agreement between the Village of Manteno and the Manteno Youth Soccer League. This is our annual agreement with the league to provide specifics on the use of the park facilities for their activities.

• Consideration RE: A motion to approve a Lease Agreement between the Village of Manteno and the Manteno Youth Baseball and Softball Legue. This is our annual agreement with the league to provide specifics on the use of the park facilities for their activities.

Next Parks and Recreation meeting to be determined.

Public Safety and Health- Trustee Dole

Nothing on the agenda tonight

• Tips on gun safety in your home if you are a gun owner

• Manteno Police Department can provide free gun locks if you need them

Next Public Safety & Health meeting has been scheduled for Wednesday March 12, 2025, at 7:00 am at the Village Board Room

Planning and Zoning- Trustee Crockett, absent

Nothing on the agenda tonight.

The next Planning and Zoning Committee meeting has been canceled for February 25, 2025, at 7:00 am at the Village Board Room. The next Planning Commission meeting has been scheduled for March 11, 2025.

Finance- Trustee Gesky

• Payment of bills $115,746.01 (includes TIF #3 bills of $0)

• Bills authorized and paid between Board Cycle: $0

The next Finance meeting has been scheduled for Wednesday March 12, 2025, at 7:00 am in the Village Board Room.

General Government- Trustee Phillips

• Consideration RE: A motion to appoint Dawn Gesky FOIA (Freedom of Information Act) Officer and Open Meetings Act (OMA) designee. With the upcoming retirement of Deputy Clerk Darla Hurley next month, the Village must appoint a new replacement for some of her specific duties.

Mayor Nugent read the items to be included on the Consent Agenda and asked the Board if any item should be taken off and voted on separately. Trustee Gesky asked that number two (Appointment of FOIA Officer and Open Meetings Designee) under New Business be voted on separately, so it was taken off the consent agenda.

Motion by Phillips seconded by Boudreau to take a single roll call vote on the question of passage of agenda items as designated for voting purposes on the consent agenda.

Motion Approved 4-0 Boyce, Crockett absent

Motion by Gesky seconded by Dole to approve by an omnibus vote those ordinances, resolutions, motions, and orders contained on the consent agenda.

Motion Approved 4-0 Boyce, Crockett absent

Motion by Dole to appoint Dawn Gesky as the FOIA (Freedom of Information Act) OMA (Open Meetings Act) designee. Seconded by Boudreau Motion passed 4-0 (Mayor voted for quorum) Boyce, Crockett absent, Gesky abstained

Motion by Gesky to adjourn at 6:32 pm. Seconded by Boudreau
