1. Meeting Opening
Meeting called to order at 3:30 PM by Trustee Jeff Keast
Action, Procedural: A. Roll Call - Trustee Jeff Keast
Members present: Mayor Paul Schore, Trustee Bruce Greenlee, Trustee Rick Fischer, Trustee Randy King, Trustee Jeff Keast, and Trustee Jack Littrell. Also in attendance, Attorney Patrick Dunn, Administrator Michael Van Mill, Assistant Administrator Laurie Cyr, Finance Director Tara Latz, Public Works Superintendent Terry Memenga, Community Development Technician Tyler Goodrich, and Deputy Clerk Margie Beach. Absent: Trustee Angie Serafini and Treasurer Ron Riebe.
2. Review & Approve Minutes
Action, Minutes: A. Community & Economic Development Committee Meeting Minutes from August 28, 2024
Motion by Trustee Rick Fischer, second by Trustee Bruce Greenlee to approve the Community & Economic Development Committee minutes from August 28, 2024, as presented. Final Resolution: Motion Carried

3. Planning Commission
Discussion: A. PSU25-0001: Special Use at 539 Main St NW in a B-2 Corridor Commercial Business for the allowance of Tobacco, Electronic Cigarette, and Other Smoking Supplies Retailers (NAIC Code 459991). Applicant: AAA Enterprise LLC, doing business as "Razz Cigar"
> Mrs. Goodrich stated at the February 27 Planning Commission meeting they discussed a Special Use application from AAA Enterprise LLC - Razz Cigar (on Board Docs). They are requesting a Special Use at 539 Main St NW for the allowance of Tobacco, Electronic Cigarette and other smoking supplies. Current property is vacant and the lease was provided between the owner and applicant. Have other stores in Indiana, this will be their first store in Illinois. Hours of operation are 9:00 AM to 9:00 PM Monday - Sunday, and are hiring 4-6 employees.
> After deliberation of the testimony presented, the Planning Commission voted 7-0 recommending approval of this Special Use request.
> Trustees and Mayor Schore questioned the applicant Mo Kanan with various concerns and clarifications on products that will be sold.
Community & Economic Development Committee concurs with the Planning Commission's recommendation but requested Attorney Dunn to add language to the legislation a Special Use provision that they will not be allowed to sell synthetic products. Legislation will be created for the next Regular Board meeting on March 17, 2025.
Discussion: B. Case PA25-0001: Text Amendment to the Village Zoning Code of Ordinances in Chapter 36, Article 10, Section 6 regarding the Zoning District Use Table to allow Planned Unit Developments in M-1 Limited Manufacturing and M-2 General Manufacturing Zoning districts. Applicant: Village of Bourbonnais
> Mrs. Goodrich stated at the February 27 Planning Commission meeting they discussed a Text Amendment to the Village Zoning Code regarding the Zoning District Use Table to allow a Planned Unit Developments in M-1 and M-2, the Village of Bourbonnais is the applicant (on Board Docs).It was explained in a Manufacturing District, developers typically sell off the building envelope to multiple occupants and then have the parking and detention areas as common space for the occupants to maintain. Even though it is a Planned Unit Development (PUD), it can only have the uses allowed in the Manufacturing zoning district. Example, residential development cannot go in a Manufacturing Planned unit development. The parcel sizes in the Manufacturing zoning district are significantly larger and will most likely have multiple buildings and structures on them which would need a PUD. PUDs are also helpful when they need multiple variances such as building setbacks and the number of structures on the property.
> After deliberation and discussions, the Planning Commission voted 7-0 to recommend approval of the Text Amendment change.
Community & Economic Development Committee concurs with the Planning Commission's recommendation to allow the Text Amendment change. Legislation will be created for the next Regular Board meeting on March 17, 2025.
Discussion: C. 2025 Zoning Map
> Mrs. Goodrich gave an update on changes that have occurred to the 2024 Zoning Map (on Board Docs). In 2024, we had one de-annexation and two rezoning cases. The de-annexation was due to the changes in the Manteno Boundary agreement. The first rezoning case was at 246 N Convent changing from a B-1 to R-1, and the second case was rezoning the lots 1, 2, and 3 at Heritage Meadows Circle from B-1 to R-4.
Community & Economic Development Committee agreed to the changes of the Zoning Map, an update will be made, and legislation will be created for the March 17, 2025 Regular Board meeting.

5. Old Business
Discussion: A. Annexation Agreement for 390 N Convent (17-09-20-100-005) with a B-1 Central Commercial Business zoning. Applicant: Bowtie Properties LLC
> Ms. Cyr stated in September 2022 on behalf of Mr. Richard Bateman, we did a Public Hearing in front of Planning Commission to annex 390 N Convent - the property is just south of Speedway (on Board Docs). The property has gone up for sale, and is being purchased by Bowtie Properties LLC. We would like to move forward with annexing of this property.
Community & Economic Development Committee approves this annexation into the Village and legislation will be created for the next Regular Board meeting on March 17, 2025.
